系统性不负责任:风险演化的逻辑及其困境——基于建筑业欠薪—讨薪现象的分析

【摘要】:对建筑业的欠薪—讨薪案例的分析表明,欠薪和讨薪所涉及的行为主体基于各自的理性选择,分别对自身面对的风险进行控制。然而行为主体对风险的控制带有较大的局限性,即各个主体的行动往往以各自部门的利益为导向而非以公共利益为中心,使欠薪风险滋长蔓延,由企业内的欠薪问题演变为讨薪集体行动,形成公共治理危机。本文具体讨论风险到危机的演变逻辑及其形成的治理困境,并结合责任治理与整体性治理的思路,指出了超越治理困境的可能路径。
[Abstract]:The analysis of the case of unpaid wages in the construction industry shows that the actors involved in unpaid wages and paychecks control the risks they face based on their respective rational choices. However, the control of risk by the actors has great limitations, that is, the actions of each subject tend to focus on the interests of their respective departments rather than on the public interests, which makes the risk of unpaid wages grow and spread. The problem of unpaid wages in enterprises has evolved into collective action, forming a crisis of public governance. This paper discusses the evolvement logic of risk to crisis and its governance dilemma, and points out the possible way to surmount the governance dilemma by combining the ideas of responsibility governance and holistic governance.
