西藏异地扶贫搬迁策略在农区的实践与牧区的困境

【摘要】：党的十八大以来,为使扶贫开发工作的成效得到巩固和提高,西藏进一步明确了各级党委政府"一把手"的扶贫主体责任,建立和落实了扶贫管理体制、运行机制和财政专项扶贫资金,同时,西藏严格按照"六个精准"的要求,稳步实施了"五个一批"精准扶贫措施。其中,异地扶贫搬迁是实施精准扶贫策略的有效形式之一。文章以西藏异地扶贫搬迁策略实施为立足点,在分析和总结广大农区的实践与经验的同时,提出了西藏异地扶贫搬迁策略在牧区实施时面临的困境。
[Abstract]:Since the 18th National Congress of the Party, in order to consolidate and improve the effectiveness of poverty alleviation and development work, Tibet has further clarified the principal responsibility of the party committees and governments at all levels in helping the poor, and has established and implemented a management system for poverty alleviation. At the same time, Tibet has steadily implemented "five batches" of precision poverty alleviation measures in strict accordance with the requirements of "six precision". Among them, the relocation of poverty alleviation in different places is one of the effective forms of precision poverty reduction strategy. Based on the implementation of the strategy of poverty alleviation and relocation in different areas of Tibet, this paper analyzes and summarizes the practice and experience of the vast rural areas, and puts forward the difficulties faced by the implementation of the strategy of poverty alleviation and relocation in the pastoral areas in Tibet.
