地方权力清单制度建设实证研究——以合肥市为例

【摘要】:党的十八届三中全会明确提出"推行地方各级政府及其工作部门权力清单制度,依法公开权力运行流程"。两年多来,各级地方政府有条不紊地推进这项制度。合肥市于2014年按照中央和省政府的统一部署推行权力清单制度,在权力清单制度建设中形成了"三位一体"的权责体系,权力清单制定、操作和执行规范,条块结合、全面协同推进"两单"制度改革等特点。我国权力清单制度建设应从加强法制保障,扩大公众参与,进一步完善权力运行程序以及构建多元化公开平台等角度加以推进。
[Abstract]:The third Plenary session of the 18th CPC Central Committee clearly put forward "to carry out the power list system of local governments at all levels and their working departments, and to open the operation process of power according to law." For more than two years, local governments at all levels have methodically advanced this system. In 2014, Hefei implemented the power list system in accordance with the unified deployment of the central and provincial governments. In the construction of the power list system, a "trinity" power and responsibility system was formed. Promote the "two single" system reform and other characteristics in an all-round and coordinated manner. The construction of China's power list system should be promoted from the angles of strengthening the legal system, expanding the public participation, perfecting the power operation procedure and constructing a diversified open platform.
