新媒体环境下的基层公务员情绪管理研究

【摘要】:基层公务员作为国家的公职人员,负责具体执行国家的政策、法律、法规,并直接接触群众、服务群众,因此,基层公务员在工作时始终保持稳定、平和、积极的情绪尤为重要。而近几年来,以网络媒体、微博、微信为代表的新媒体实现了迅猛发展,并深度影响着基层公务员的情绪心态。在这种大背景下,探讨研究如何激发基层公务员正面情绪,纾解基层公务员的负面情绪,实施更加有效可行的情绪管理是一个非常实际而且有意义、有价值的课题。本文以基层国税部门的公务员为主要研究对象,在充分调研基础上,确定了研究的五个重难点问题,一是基层公务员群体存在哪些由新媒体环境而催生的正面、负面情绪;二是新媒体环境下不同情绪表现对公务员工作的影响;三是新媒体环境下基层公务员情绪管理的现状;四是新媒体环境下影响基层公务员情绪管理的因素;五是如何加强新媒体环境下的基层公务员情绪管理。根据以上问题,设计并发放了调查问卷,并依据调查的结果,结合情绪管理相关理论对五个问题进行了逐一分析。最终得出结论,基层公务员的自我情绪管理能力普遍较强,但对情绪管理缺乏深入了解,基层单位普遍缺乏有效的情绪管理举措。最后,从个体、组织、社会三个层面提出具体的情绪管理策略,以期能够提升基层公务员的情绪管理水平。
[Abstract]:Grass-roots civil servants, as public officials of the state, are responsible for the specific implementation of national policies, laws, regulations, and direct contact with the masses to serve the masses. Therefore, grass-roots civil servants have always maintained stability and peace in their work. Positive emotions are particularly important. In recent years, the new media, represented by network media, Weibo and WeChat, have achieved rapid development, and deeply affected the emotional mentality of grass-roots civil servants. Under this background, it is a very practical, meaningful and valuable topic to explore how to stimulate the positive emotions of grass-roots civil servants, relieve the negative emotions of grass-roots civil servants, and implement more effective and feasible emotional management. This paper takes the civil servants of the grass-roots state tax department as the main research object, on the basis of the full investigation, has determined the five important and difficult problems of the research, the first is the positive and negative emotion which the grass-roots civil servant group exists which is produced by the new media environment; The second is the influence of different emotional performance on the work of civil servants under the new media environment, the third is the current situation of the emotional management of grass-roots civil servants under the new media environment, the fourth is the factors that affect the emotional management of grass-roots civil servants under the new media environment; Fifth, how to strengthen the emotional management of grass-roots civil servants under the new media environment. According to the above questions, the questionnaire is designed and distributed, and the five questions are analyzed one by one according to the results of the survey and the related theories of emotion management. Finally, it is concluded that the ability of self-emotion management of grass-roots civil servants is generally strong, but the lack of in-depth understanding of emotional management, grass-roots units generally lack of effective emotional management measures. Finally, from the individual, organizational, social three levels of specific emotional management strategies, in order to improve the emotional management level of grass-roots civil servants.
