政府购买公共服务的制度目标模式与实现路径——以上海市某服务社为例

【摘要】:中国政府购买公共服务处于全面推广阶段,制度建设也在探索和完善过程之中。在这个背景下,探索政府购买公共服务的制度目标模式并用来指导制度设计,具有十分重要的理论意义和现实价值。本质上讲,政府购买公共服务是一个市场化、社会化、民主化的改革过程,这三重路径在主体、程序、内容等三个层面各有其具体的表现。在两维视角下建构政府购买公共服务的制度目标模式并运用该模式对政府购买公共服务的案例进行评价,可以发现当前政府购买公共服务的制度建设状态和存在的具体问题。政府购买公共服务制度目标模式的实现路径应该是打破市场割据、提升合同管理水平、加速行政化、实行购买和评估由第三方承担的制度安排、鼓励公共服务相关方成立团体、建立财务公开透明制度。
[Abstract]:The government purchase of public service is in a comprehensive promotion stage, and the construction of the system is also in the process of exploration and improvement. Under this background, it is of great theoretical and practical value to explore the system target model of the government purchase of public service and guide the design of the system. In essence, the government purchase public service is a city. The three paths have their specific performance in three aspects: the main body, the procedure, the content and so on. In the perspective of the two dimension, the government purchase the public service system target model and use this model to evaluate the cases of the government purchase public service, and we can find the current government purchase the public service. The path of the government to purchase the public service system should be to break the market separatist, improve the management level of the contract, accelerate the administration, purchase and evaluate the institutional arrangements undertaken by the third parties, encourage the parties to establish the public service and establish the system of financial transparency and transparency.
