成都市公共企事业单位信息公开能力影响因素的调查研究

【摘要】：随着政府行政职能转变等一系列改革的深入推进,公共管理已经超越传统意义上的公共行政,不再是单纯由政府承担的社会治理方式,一大批公共企事业单位在治理变革中担当起越来越重要的社会角色。公共企事业单位的信息公开由此成为政府信息公开体系的重要组成部分。综观当前学术趋势,政府信息公开领域的研究方兴未艾,而针对公共企事业单位信息公开的学术关注甚少,尤其是其实践性的探索刚刚起步,公共企事业单位信息公开实施过程中的诸多操作问题亟待解答。作为研究样本,成都市公共企事业单位信息公开非常具有典型性,这种典型性体现在,成都市既有其独具的成效,也存在着突出的问题,还出现了普遍未解的困惑。本文以成都市为样本,对公共企事业单位信息公开影响因素进行调查研究,在研究技术路线和结论成果方面均有一定创新性,目的在于探究成都市公共企事业单位信息公开受到哪些关键因素的影响,并基于验证结论,对成都市现状进行了具体分析,提出了切合实际、可操作的改善建议。本文遵循调查研究范式,综合运用问卷调查与实地观察的方法进行。在问卷调查方面,以相关理论学说为基础,建立研究假设模型,设计问卷来描述测量关键影响因素和公开能力,使用网络问卷与实地发放问卷相结合的方式来收集量化数据,使用SPSS19.0作为分析工具,通过信度效度检验、因子分析、相关分析、回归分析,检验研究假设;在实地观察方面,以网上调研、电话咨询、回访求证等方式,紧扣研究假设,重点对成都市公共企事业单位信息公开现状进行了深入了解,发现问题,提出建议。调查研究后发现,成都市公共企事业单位信息公开能力主要包括信息的时效力、实效力、公信力,受主管部门、政府门户网站、社会公众、公共企事业单位等四个关键因素影响,其中主管部门的影响力最大,政府门户网站次之。每个影响因子包含若干维度。作者对主管部门因子中的公开目录维度、政府门户网站因子中的信息组织维度等方面进行实际考察,发现成都市存在着公开目录部分栏目设置不当、实际维护不力、重点服务缺乏等问题,就调整完善目录、提高维护效能、建设热点服务、优化管理流程等方面提出具体建议。在进一步思考后认为,要从根本上提升成都市公共企事业单位信息公开能力,还要从完善运维机制、紧紧围绕服务型政府建设和政风行风建设、预防惩治行业腐败等方面发力。
[Abstract]:With the deepening of a series of reforms, such as the transformation of the government's administrative functions, public administration has gone beyond the traditional sense of public administration, and is no longer a form of social governance solely undertaken by the government. A large number of public enterprises and institutions are playing a more and more important social role in governance reform. The information disclosure of public enterprises and institutions has thus become an important part of the government information disclosure system. Looking at the current academic trend, the research in the field of government information disclosure is in the ascendant, but the academic attention to the information disclosure of public enterprises and institutions is very little, especially its practical exploration is just beginning. Public enterprises and institutions in the implementation of information in the implementation of a number of operational problems need to be answered. As a research sample, the information disclosure of public enterprises and institutions in Chengdu is very typical. This kind of typicality is embodied in that Chengdu has its own unique effects, but also has outstanding problems, but also has a general unsolved confusion. This article takes Chengdu as the sample, carries on the investigation and the research to the public enterprise and institution information disclosure influence factor, has the certain innovation in the research technical route and the conclusion achievement aspect, The purpose of this paper is to explore the key factors that affect the information disclosure of public enterprises and institutions in Chengdu, and based on the conclusion of verification, this paper makes a concrete analysis of the present situation of Chengdu, and puts forward some practical and operable suggestions for improvement. This paper follows the research paradigm, comprehensive use of questionnaires and field observation methods. In the aspect of questionnaire survey, based on relevant theories, a hypothetical model is established, a questionnaire is designed to describe the key influencing factors and open ability, and quantitative data are collected by combining the online questionnaire with the field questionnaire. SPSS 19.0 was used as an analysis tool, through reliability validity test, factor analysis, correlation analysis, regression analysis, test research hypotheses, in the field observation, the research hypotheses were closely related to the online investigation, telephone consultation, return visit and verification, etc. The present situation of information disclosure in public enterprises and institutions in Chengdu is deeply understood, problems are found and suggestions are put forward. After investigation and study, it is found that the ability of public enterprises and institutions in Chengdu to open information mainly includes the time effectiveness of information, the actual effect, the credibility, the department in charge, the government portal, and the public. Among the four key factors, the department in charge is the most influential, and the government portal is the second. Each influence factor contains several dimensions. The author makes a practical investigation on the dimension of the public directory in the department in charge and the dimension of information organization in the factor of the government portal website. It is found that some columns of the public directory are not properly set up and the actual maintenance is not good in Chengdu. This paper puts forward some concrete suggestions on adjusting and perfecting catalogue, improving maintenance efficiency, constructing hot service and optimizing management flow. After further thinking, it is believed that in order to fundamentally enhance the ability of public enterprises and institutions in Chengdu to open information, it is necessary to improve the mechanism of operation and maintenance, closely revolve around the construction of service-oriented government and the construction of the style of government, prevent and punish corruption in the industry, and so on.
