服务型政府视角下的政务信箱建设研究

【摘要】:党的十八大报告明确提出,要建设职能科学、结构优化、廉洁高效、人民满意的服务型政府。随着电子政务的不断发展,政务公开电子化基本覆盖,公众通过多走“网路”少走“马路”获取政务信息已成为常态。继政务网站在各级各地区政府间普及后,开设政务信箱栏目已成为新的发展趋势。政务信箱是互联网发展后政府构建起的政民沟通新渠道,是构建服务型政府过程中的大胆探索和尝试,有助于提升公民对政府决策的参与感和满意度,体现出信息技术的发展对创新政府工作的支撑作用。然而,在政务信箱的建设实践中,也面临着各种问题,制约着政务信箱作用的充分发挥。本文首先对“服务型政府”和“政务信箱”的内涵外延进行界定,随后对服务型政府视角下的政务信箱建设这一课题进行梳理。进而选择龙华区“书记信箱”进行典型案例分析,全面梳理其发展历史、运行机制、创新探索及其取得的初步成效。同时指出其建设过程中遇到的回复不及时、回复质量不高、协同配合意识不足、分派质量有待提升、同类件办理重复率高等具体问题,进一步分析导致问题产生的各方面原因。在此基础上就如何加强政务信箱建设从加强服务意识、提升服务能力,优化服务机制、提升服务质效,推进服务创新、提升建设能力三个方面进行初步探索。
[Abstract]:The report of the 18th National Congress of the Communist Party of China (CPC) stated clearly that a service-oriented government with scientific functions, optimized structure, clean and efficient, and satisfactory people should be built. With the continuous development of e-government, E-government is basically covered by electronic government affairs, and it has become the norm for the public to get government information through more "network" and less "road". After the popularization of government affairs websites among governments at all levels and regions, it has become a new development trend to set up government mail boxes. Government mail box is a new channel of communication between the government and the people after the development of the Internet. It is a bold exploration and attempt in the process of constructing a service-oriented government, which is helpful to enhance citizens' sense of participation and satisfaction in government decision-making. Reflects the information technology development to innovate the government work the support function. However, in the practice of government mail box construction, it also faces various problems, which restricts the full play of the role of government mail box. This paper first defines the connotation and extension of "service-oriented government" and "government mail box", and then combs the subject of the construction of government mail box from the perspective of service-oriented government. Then select Longhua District "letterbox" to carry out typical case analysis, comb its development history, operation mechanism, innovative exploration and its preliminary results. At the same time, the paper points out the concrete problems encountered in the process of construction, such as untimely reply, low quality of recovery, insufficient consciousness of coordination, quality of distribution to be improved, high repetition rate of similar parts, and so on, and further analyzes the causes of the problems. On this basis, how to strengthen the construction of government mail box from three aspects: strengthening service consciousness, improving service ability, optimizing service mechanism, improving service quality and efficiency, promoting service innovation and enhancing construction ability are discussed.
