政府主导下的微电网利益相关者识别及合作开发模式研究

【摘要】：微电网作为未来能源生产和消费方式变革的重要载体,对推进节能减排和实现能源可持续发展具有重要意义。本文以影响力、合法性、紧迫性为标准,探讨了政府、投资者、电网公司、用户等微电网决定型利益相关者及其诉求关系,分析了统购统销模式、合同能源管理模式、自发自用模式等微电网模式合作开发的流程、结构、主要影响因素和存在的问题、针对问题,提出了充分发挥政府职能,满足各利益相关者的诉求,促进社会资本参与投资,不断提升微电网建设筹资水平,创新电网公司收、输、售运营模式,确保用户多样化用电需求的政策建议,以期促进微电网的可持续快速发展。
[Abstract]:As an important carrier of future energy production and consumption mode change, microgrid is of great significance to promoting energy conservation and emission reduction and realizing energy sustainable development. This paper, taking influence, legitimacy and urgency as the standard, discusses the government, investors, Power Grid Corp, users and other micro grid determinant stakeholders and their demands. The process, the structure, the main influencing factors and the existing problems of the cooperative development of the mode of purchase and marketing, the mode of energy management of the contract and the spontaneous self use mode, and the main factors and the existing problems are put forward to give full play to the functions of the government, meet the demands of the stakeholders, promote the participation of the social capital and raise the level of financing for the construction of the micro grid. We should innovate Power Grid Corp's policy of receiving, transporting, selling and operating modes to ensure users' diversified demand for electricity, so as to promote the sustainable and rapid development of microgrids.
