从缺位到归位：中国残疾儿童康复福利政府责任厘定

【摘要】：康复福利是残疾儿童最重要、最根本的健康福利。作为中国社会福利的主导,政府责任在保障弱势群体平等享有社会福利、社会帮助等社会服务中至关重要,所以中国政府在残疾儿童康复福利中承担着最重要的责任。本文运用文献分析法和比较分析法,首先厘清中国残疾儿童康复福利与政府责任相关概念,从康复政策、残疾儿童受益人数、政府责任、贫困残疾儿童抢救性项目等方面对中国残疾儿童康复成效进行梳理;其次从中国政府对残疾儿童的直接支持、对残疾儿童家庭的支持、对康复机构的支持和对社区康复的支持四方面对政府责任缺失的主要表现进行探究;再次对英国政府、美国政府以及瑞典政府在残疾儿童康复福利中的责任践行基本状况进行梳理;最后结合中国残疾儿童康复福利的政府责任缺位表现,借鉴国外政府残疾儿童康复福利责任践行先进经验,从完善中国残疾儿童康复理念培养机制、中国残疾儿童康复制度和法律保障机制、中国残疾儿童康复福利事业财政扶持机制等方面提出具体对策建议。
[Abstract]:Rehabilitation benefits are the most important and fundamental health benefits for disabled children. As the leading social welfare in China, the government's responsibility is very important in ensuring the vulnerable groups to enjoy social welfare and social assistance equally, so the Chinese government bears the most important responsibility in the rehabilitation welfare of disabled children. By using literature analysis and comparative analysis, this paper first clarifies the related concepts of rehabilitation welfare and government responsibility of disabled children in China, including rehabilitation policy, number of beneficiaries of disabled children, and government responsibility. The rehabilitation results of disabled children in China are reviewed in terms of rescue projects for poor disabled children. Secondly, from the direct support of the Chinese government to children with disabilities, and the support to families of disabled children, Four aspects of the support for rehabilitation institutions and community rehabilitation support for the main performance of the lack of government responsibility; again to the British Government, The basic status of the responsibility of the US government and the Swedish government in the rehabilitation welfare of disabled children is combed. Finally, the absence of government responsibility in the rehabilitation welfare of disabled children in China is considered. Drawing lessons from the advanced experience of foreign governments in carrying out the rehabilitation welfare responsibility of disabled children, from perfecting the training mechanism of Chinese disabled children's rehabilitation concept, the rehabilitation system and legal guarantee mechanism of Chinese disabled children, The financial support mechanism for rehabilitation and welfare of disabled children in China is put forward.
