撤县设区的科学规范探究

【摘要】：在撤县设区实施的过程中,不少地方出现了超前行动、揠苗助长等失范行为,亟须对撤县设区进行科学规范。通过对市辖区与县这两种行政建制在其根本属性、设置目的和基本功能的比较中设定和探讨撤县设区科学规范的基本内容,以此透析中国当前撤县设区失范的表现,诸如将未完全达到市辖区要求的县改设市辖区、单纯追求城市经济发展而撤县设区、不少新设市辖区运行中偏离应有功能等,并论析其主要原因,一是理论研究上的欠缺,二是"贪大"思想的影响,三是"行政区经济"的羁绊,据此提出中国今后的撤县设区应回归到科学规范上来。
[Abstract]:In the process of setting up a district in a county, leading actions have appeared in many places, so it is urgent to make scientific standard for setting up a district in a county with excessive speed. Through setting up and discussing the basic contents of the scientific standard of setting up district by comparing the two administrative systems of city district and county in its basic attribute, setting purpose and basic function, this paper analyzes the performance of the current system of withdrawing county and district in China. For example, changing counties that do not fully meet the requirements of municipal districts into municipal districts, simply pursuing urban economic development and withdrawing counties into districts, many newly established municipal districts deviate from their proper functions in operation, and the main reasons are discussed and analyzed. One is the lack of theoretical research. The second is the influence of the thought of "greed", and the third is the fetters of "administrative region economy".
