我国突发公共事件应急资金管理使用的问题及对策研究

【摘要】：应急资金为突发公共事件应急管理提供资金支持,是应急管理的物质基础。科学合理地管理与使用应急资金,可以有效提高应急管理的效率。目前,我国应急资金存在着支出结构不合理、使用不规范以及管理方式不合理等诸多问题。本文分析了日本、美国在应急资金的管理使用方法,提出调整资金支出结构、加大事前预防性支出比重、规范资金使用标准以及改善资金管理方式等相应对策。
[Abstract]:Emergency funds provide financial support for emergency management of public emergencies, which is the material basis of emergency management. Scientific and rational management and use of emergency funds can effectively improve the efficiency of emergency management. At present, there are many problems in the emergency fund of our country, such as unreasonable structure of expenditure, non-standard use and unreasonable management. This paper analyzes the management and use of emergency funds in Japan and the United States, and puts forward some corresponding countermeasures, such as adjusting the structure of fund expenditure, increasing the proportion of preventive expenditure in advance, standardizing the use of funds and improving the mode of fund management.
