自媒体时代地方政府网络舆情管理对策研究

【摘要】：互联网推动了我国社会的快速发展,自媒体极大地方便了公众的社会生活。与此同时,利用互联网和自媒体,网络舆情也给我国社会安全和公众权益带来了多方面的风险。自媒体时代的网络舆情管理,成为了一个地方政府面临的共同性难题。当前,自媒体的触角已经渗透到社会的每一个角落,网络舆情呈现出的复杂性和强大影响力,极大地增加了地方政府网络舆情管理和社会维稳的压力。妥善合理地管理网络舆情是我国全面实现小康社会、构建和谐社会的重要保证,而网络舆情有效管理的关键在于地方政府。实事求是地讲,大数据背景下,如何学习和应对自媒体,通过自媒体渠道了解民情、梳理民意,变被动应对为主动出击,已经是地方政府网络舆情管理的“必修课”。此外,我国社会正处于快速转型期,各种利益错综复杂,各种矛盾叠加显现,管理网络舆情同时也就成为了地方政府关注民生、了解民意的重要抓手。因此,研究自媒体时代地方政府网络舆情管理对策显得十分必要。本论文通过典型案例分析的方法,对青岛在处理“天价大虾”事件引发的网络舆情中存在的普遍性问题和杭州在处理“公交纵火”事件中采取的可行性措施进行分析研究。借鉴发达国家经验,并就地方政府如何正确认识自媒体和网络舆情以及自媒体和网络舆情的关系进行阐述,帮助地方政府理清应对自媒体的思路,提升应对自媒体的能力,从而借助自媒体巨大而有效的影响力传播“正能量”,促进网络舆情的有效管理。此外,我国专家学者对地方政府网络舆情管理的研究大都还处在理论研究阶段,本文通过实证研究的方法,结合地方政府网络舆情管理的现状,提出具有针对性和可操作性的对策,对于不断规范和完善地方政府网络舆情管理有着一定的借鉴意义。
[Abstract]:The Internet has promoted the rapid development of our society, and the media has greatly facilitated the social life of the public. At the same time, using the Internet and self-media, network public opinion also brings many risks to our social security and public rights. Since the media era, the management of network public opinion has become a common problem faced by local governments. At present, since the tentacles of the media have penetrated into every corner of society, the complexity and powerful influence of network public opinion have greatly increased the pressure of local government network public opinion management and social stability. Proper and reasonable management of network public opinion is an important guarantee to realize the well-off society and build a harmonious society in our country. The key to the effective management of network public opinion lies in the local government. Realistically speaking, under the background of big data, how to learn and deal with the self-media, understand the people's feelings through the channel of the media, sort out the public opinion, change the passive response into the active attack, is already the "compulsory course" of the local government's network public opinion management. In addition, our society is in a rapid transition period, a variety of interests are intricate, a variety of contradictions appear, the management of network public opinion has also become a local government concerned about the people's livelihood, an important grasp of public opinion. Therefore, it is necessary to study the management countermeasures of local government network public opinion in the media era. Through the method of typical case analysis, this paper analyzes the general problems in dealing with the network public opinion caused by the "sky-price prawn" incident in Qingdao and the feasible measures taken in Hangzhou to deal with the "public transit arson" incident. Learn from the experience of developed countries, and explain how local government correctly understand the relationship between self-media and network public opinion and self-media and network public opinion, so as to help local government to clear out the thinking of coping with self-media and enhance the ability to deal with self-media. Thus, with the help of the huge and effective influence of self-media to spread positive energy, promote the effective management of network public opinion. In addition, most of the researches on the management of local government network public opinion are still in the theoretical stage. This paper combines the current situation of local government network public opinion management with the method of empirical research. It is of great significance for the local government to standardize and perfect the management of network public opinion.
