黑龙江省电子政务发展对策研究

【摘要】：在信息化时代,社会的高速发展要求政府将信息化引入日常的服务和管理当中,信息化也在逐步改变政府日常的工作管理方式。借助电子政务,可以使得政府变得更加廉政、高效、精简,从而提升日常事务处理的工作效率,优化政府服务质量,增加公众在处理公共事务中的参与程度,有利于社会的发展和进步。近年来,黑龙江省电子政务发展迅速,但也存在着很多问题,评估黑龙江省电子政务发展现状,归纳总结发展过程中存在的问题,认真剖析问题产生的原因,借鉴国内外电子政务发展经验,探索和研究其改革方案和对策,对于优化电子政务发展环境,使全省电子政务实现健康式纵深发展,有着重要的理论意义和现实意义。本文以地方电子政务“十二五”规划中期评估组对黑龙江省电子政务的实地评估为基础,主要采用实地调查研究、研讨会、借鉴国内外发展先进经验结合的方法,以黑龙江省电子政务发展案例为实证,分析了黑龙江省电子政务发展现状和存在的问题,基于黑龙江省电子政务的实际情况,结合国内外先进的发展经验,提出了相应的公共政策建议。
[Abstract]:In the information age, the rapid development of the society requires the government to introduce informatization into the daily service and management, and informatization is gradually changing the daily work management mode of the government. With the help of e-government, the government can become more clean, efficient and streamlined, thus improving the efficiency of daily affairs processing, optimizing the quality of government services, and increasing the participation of the public in the handling of public affairs. It is conducive to the development and progress of society. In recent years, the e-government of Heilongjiang Province has developed rapidly, but there are also many problems. This paper evaluates the present situation of E-government in Heilongjiang Province, sums up the problems existing in the process of development, and analyzes the causes of the problems seriously. It is of great theoretical and practical significance to optimize the development environment of E-government and to realize the healthy and deep development of E-government in the province by referring to the experience of E-government development at home and abroad and exploring and studying its reform scheme and countermeasures. This paper is based on the field evaluation of Heilongjiang e-government by the mid-term evaluation team of the 12th Five-Year Plan of Local E-government. It mainly adopts the methods of field investigation, seminar, and the combination of advanced experience at home and abroad. Taking the case of e-government development in Heilongjiang Province as an example, this paper analyzes the present situation and existing problems of e-government development in Heilongjiang Province, based on the actual situation of E-government in Heilongjiang Province, combined with the advanced development experience at home and abroad. The corresponding public policy suggestions are put forward.
