公共行政中的“效率-民主”张力及其社会基

【摘要】：通过对公众参与政府环境治理评估的实证分析,本研究表明,参与评估受客观效率和规范效率影响,客观效率和规范效率的提升均会促进公众对政府绩效给予更高的评价。本质上,参与评估在理论上可以回归到民主行政理论,并表现为参与评估在形式与内容上对民主行政理论的表达,构成了参与评估的二重性功能。通过阐释民主行政与参与评估之间关系,缘起于西方的民主行政理论在转型中国具有现实的社会认同基础,反映为公众对效率与民主两者的支持与需求。在更深层意义上,民主行政理论及其实践会促进转型中国在合法性资源方面的拓展。
[Abstract]:Through the empirical analysis of public participation in the evaluation of government environmental governance, this study shows that participation in evaluation is affected by objective efficiency and normative efficiency, and the promotion of objective efficiency and normative efficiency will promote the public to give a higher evaluation of government performance. In essence, participation evaluation can return to the theory of democratic administration theoretically, and express the theory of democratic administration in form and content, which constitutes the dual function of participation evaluation. By explaining the relationship between democratic administration and participatory evaluation, the theory of democratic administration in the West has a realistic social identity foundation in China, which is reflected in the public support and demand for both efficiency and democracy. In a deeper sense, democratic administrative theory and its practice will promote the expansion of legitimate resources in transitional China.
