宏观制度变迁条件下的县级“治权残缺”

【摘要】:本文从中央与地方关系视角出发,将县级治理放在改革以来的财税、金融等宏观领域的改革与土地制度变迁中加以考察,认为宏观改革对县级治理的影响经历了"三个十年"的阶段性变化:1980年代的"放权让利"改革形成相对完整的地方治权,但也开启地方政府公司化的发展模式;此后,以"扩权放权"为导向的中央地方关系改革发生逆转,1990年代"财权上收事权下移"、21世纪初"金融权上收发展指标下压"以及建设用地指标严控管理体系,既是中央对地方政府公司化行为的客观约束,也构成县级"治权残缺"的三个主要方面。其他重要领域的垂直管理体制和市管县体制也加剧了县级治权的残缺化程度。这是当前县级治理陷入困境的体制根源。
[Abstract]:From the perspective of the relationship between the central and the local, this paper puts the county-level governance on the reform of Finance and taxation, finance and other macro fields since the reform and the change of the land system. It is believed that the impact of macro reform on the county governance has undergone a "three ten year" stage change: the reform of "decentralization of profit" in 1980s has formed a relatively complete place. The management of power, but also opened the development model of Local State Corporation. Since then, the reform of central local relations, guided by the expansion of power and decentralization, was reversed in 1990s. In 1990s, the "right to collect financial rights was moved down". In the early twenty-first Century, the "financial right to receive development indicators under the pressure" and the construction land refer to the strict control management system, which is both the central and Local State Corporation behavior of the central government. The objective constraints also constitute the three main aspects of the county-level "disability to treat the right". The vertical management system and the city pipe county system in other important areas also aggravate the degree of disability at the county level. This is the institutional root of the current County-level governance.
