我国创业政策执行中的问题与对策研究

【摘要】：近年来,中央政府出台了大量支持与鼓励创业的政策,以加快构建创业支持系统,激发大众创业动机,引导大众创业行为。本文重点分析了当前创业政策执行中在的宣传渠道不畅通、深度解读不到位、执行主体缺乏协调、落地门槛过多过高、政策评估滞后等方面的诸多问题,并针对这些问题,提出了拓宽宣传渠道、推动创业立法、构建配套法律支持体系、完善府际合作及建立评估机制推动创业立法、拓宽宣传渠道、促进部门协同、提高政策普惠性及构建政策评估体系等对策建议。
[Abstract]:In recent years, the central government has issued a large number of policies to support and encourage entrepreneurship, in order to accelerate the construction of entrepreneurship support system, stimulate the motivation of mass entrepreneurship, and guide the entrepreneurial behavior of the masses. This paper focuses on the analysis of the current entrepreneurship policy in the implementation of the channel of publicity is not smooth, in-depth interpretation is not in place, the implementation of the main lack of coordination, landing threshold is too high, policy evaluation lag and so on, and so on. This paper proposes to broaden the publicity channels, promote entrepreneurship legislation, build a supporting legal support system, improve inter-government cooperation and establish an evaluation mechanism to promote entrepreneurship legislation, broaden publicity channels, and promote coordination between departments. To improve policy inclusiveness and build a policy evaluation system and other countermeasures.
