包头市突发公共事件的成因及“网格化管理”的应用研究

【摘要】:当前,面对频繁发生的矿难、洪灾、大规模群体性事件等具有较大危害性和恶劣社会影响的突发公共事件,我国很多城市反应迟缓、措施乏力,不仅不能做到防患于未然,更没有使事件的负面影响最大限度地消弭于事后。包头市作为我国中西部地区重要的边疆、少数民族聚居和内蒙古最大工业城市,总人口近300万,战略位置十分重要。随着包头城市化进程的不断深入,新型社会矛盾不断出现,各类公共安全事件隐患日益增加。如何建设平安城市,建立有效应对影响公共安全的各类突发事件的应急管理体系,已经成为构建和谐平安包头和实现经济社会可持续发展的重大战略课题。本文运用案例调查分析法对包头市突发公共事件的成因进行分析,找出了这些突发公共事件的特点;进而通过调研法分析了包头市预防和处置突发公共安全事件的应急管理体系建设现状、特色和不足;针对以上情况,本文通过实地调研、借鉴分析全国部分城市在处置突发公共事件的经验和不足,得出了“在应急管理体系建设中,关键是要全面掌握情报预警信息和解决日常性的应急管理问题,才能有效应对随时发生的各类突发公共安全事件”的初步结论,建议采取“网格化管理”方式,将城市以社区为单位划分若干网格,通过大力开展社区人力情报收集研判、矛盾纠纷排查化解、视频监控建设、应急机制建设、治安防控体系建设等工作,以点带面不断完善全市的应急管理体系建设。本文使用跟踪调查、数据统计等方法,对包头市现阶段以“网格化管理”为切入点、稳妥推进应急管理体系建设的工作及成效进行分析,得出以下结论:以实施“网格化管理”为切入点推进应急管理体系建设,虽有一些缺憾,但不失为中小城市稳妥、有效应对各类突发公共事件、快速提升应急管理水平的一条捷径。
[Abstract]:At present, in the face of frequent mine accidents, floods, large-scale mass incidents and other unexpected public events that have great harm and adverse social impact, many cities in China are slow to respond and lack of measures, not only can not prevent the disaster in the early stages. Nor has the negative impact of the incident been minimized in hindsight. Baotou is an important frontier area in the central and western regions of China. It is the largest industrial city in Inner Mongolia and inhabited by ethnic minorities. The total population of Baotou is nearly 3 million. The strategic position of Baotou is very important. With the deepening of Baotou's urbanization process, new social contradictions appear constantly, and the hidden dangers of various public safety incidents are increasing day by day. How to build a safe city and establish an effective emergency management system to deal with all kinds of emergencies that affect public safety has become a major strategic issue for building a harmonious and peaceful Baotou and realizing sustainable economic and social development. This paper analyzes the causes of public emergencies in Baotou by case investigation, and finds out the characteristics of public emergencies. Then through investigation and analysis of Baotou City to prevent and deal with the emergency management system for public safety emergencies, the status quo, characteristics and deficiencies; in view of the above situation, this paper through field research, Based on the analysis of the experiences and shortcomings of some cities in dealing with public emergencies, it is concluded that "in the construction of the emergency management system, the key is to comprehensively grasp the information and early warning information and to solve the daily emergency management problems." In order to effectively deal with all kinds of sudden public safety incidents that occur at any time, the preliminary conclusion is that the "grid management" should be adopted to divide the city into several grids based on the community, and through vigorously carrying out the community human intelligence collection and research, it is proposed that the city should be divided into a number of grids. To solve contradictions and disputes, video surveillance, emergency mechanism, public security prevention and control system construction, etc., to constantly improve the city's emergency management system construction. Based on the methods of tracing investigation and data statistics, this paper analyzes the work and effect of carrying forward the construction of emergency management system in Baotou with grid management as the breakthrough point at the present stage. The following conclusions are drawn: although there are some shortcomings in promoting the construction of emergency management system with the implementation of "grid management" as the starting point, it is safe for small and medium-sized cities to deal effectively with all kinds of public emergencies. A shortcut to raising the level of emergency management quickly.
