制度不确定性对创新的影响

【摘要】：随着中国经济进入"新常态",以技术进步推动经济的新一轮增长是中国未来经济发展的趋势。技术进步来自于创新,因而创新对于未来中国的经济具有重要影响。而技术的创新不仅来自于资金的投入与教育等因素,也受到制度不确定性因素的影响。在我国,土地制度、职务升迁和通货膨胀等因素会通过增大技术创新的未来收益不确定性,从而抑制创新。而解决这一问题则需要明晰土地产权、规范土地合同的责任、重视政府政策的一致性以及保持稳健的通货膨胀率。
[Abstract]:As China's economy enters the "new normal", it is the trend of China's economic development in the future to promote a new round of economic growth with technological progress. Technological progress comes from innovation, so innovation will have an important impact on China's economy in the future. The innovation of technology comes not only from the investment of funds and education, but also from the factors of institutional uncertainty. In our country, land system, job promotion and inflation will restrain technological innovation by increasing the uncertainty of its future income. To solve this problem, it is necessary to clarify the land property right, standardize the responsibility of land contract, attach importance to the consistency of government policy and maintain the steady inflation rate.
