新形势下我国大学生志愿服务发展路径研究

【摘要】：大学生是我国志愿服务开展的主力军,志愿服务作为大学生社会实践的重要组成部分,对加强大学生思想政治教育,促进社会主义精神文明建设具有重要作用。当前,大学生志愿服务面临着经济全球化、文化多样化、知识信息化、市场经济、社会转型等新形势,这一方面给大学生志愿服务带来了难得的发展机遇,另一方面也使大学生志愿服务面临着严峻挑战。因此,系统探讨新形势下我国大学生志愿服务的相关问题,不仅对推动该领域的学术发展具有重要理论价值,而且对促进我国大学生健康成长,推进社会主义精神文明建设具有重要现实意义。本文主要包括五部分内容:第一部分概述了新形势下我国大学生志愿服务的涵义、特点和类型以及相关理论。第二部分论述了新形势下对我国大学生志愿服务的影响,指出它不仅使大学生志愿服务获得了国家的高度重视、社会关注度提高、国际交流频繁等发展机遇,而且使其面临着市场经济、文化多样化、社会转型等挑战。第三部分阐述了新形势下我国大学生志愿服务的现状,指出我国大学生志愿服务取得了志愿服务项目专业化、规模扩大、领域不断拓展、国际化步伐加快、机制不断健全等成绩,但也存在大学生参与度不高、志愿服务水平偏低、志愿服务机制仍不健全、志愿服务尚未常态化等问题,并从志愿服务的宣传力度不够,志愿服务组织管理欠佳,志愿服务立法工作滞后,政府、社会、家庭的支持不足,志愿服务长效机制尚未形成等方面探究了问题的成因。第四部分通过概述国外大学生志愿服的现状,总结出国外大学生志愿服务的经验及其对我国的启示。第五部分探索了新形势下我国大学生志愿服务健康发展的路径。即加大宣传力度,提高大学生志愿服务的社会认同度;加强组织管理,增强大学生志愿服务常态化;加强政策法律制度,完善大学生志愿服务保障体系;形成社会合力,为大学生志愿服务创造良好环境;引入多元评价机制,构建大学生志愿服务评价体系;等等。
[Abstract]:College students are the main force of voluntary service in our country. As an important part of college students' social practice, voluntary service plays an important role in strengthening ideological and political education of college students and promoting the construction of socialist spiritual civilization. At present, college students' voluntary service is facing new situations such as economic globalization, cultural diversification, knowledge informatization, market economy, social transformation, etc., which on the one hand brings a rare opportunity for the development of college students' voluntary service. On the other hand, the voluntary service of college students is faced with severe challenges. Therefore, it is of great theoretical value not only to promote the academic development in this field, but also to promote the healthy growth of college students in China. It is of great practical significance to promote the construction of socialist spiritual civilization. This paper mainly includes five parts: the first part summarizes the meaning, characteristics, types and related theories of college students' voluntary service under the new situation. The second part discusses the influence on college students' voluntary service under the new situation, and points out that it not only makes the university students' voluntary service get the high attention of the country, the social attention is raised, the international exchange is frequent and so on. And make it face market economy, cultural diversity, social transformation and other challenges. The third part expounds the present situation of college students' voluntary service in our country under the new situation, and points out that the voluntary service of college students in our country has obtained the specialization, the scale expansion, the continuous expansion of the field and the quickening of the pace of internationalization. However, there are still some problems, such as low participation of college students, low level of voluntary service, imperfect mechanism of voluntary service, unregularization of voluntary service, etc., and the propaganda of volunteer service is not enough. The causes of the problems are that the management of voluntary service organizations is poor, the legislation of voluntary service is lagging behind, the support of government, society and family is insufficient, and the long-term mechanism of voluntary service has not been formed. The fourth part summarizes the experience of college students' voluntary service abroad and its enlightenment to our country by summarizing the current situation of college students' voluntary service abroad. The fifth part explores the healthy development of college students'voluntary service under the new situation. That is, strengthen propaganda, improve the degree of social identity of college students' voluntary service, strengthen organization and management, strengthen the regularization of college students' voluntary service, strengthen the policy and legal system, perfect the guarantee system of college students' voluntary service, form the social resultant force, To create a good environment for college students' voluntary service, to introduce multiple evaluation mechanism, to construct the evaluation system of college students' voluntary service, and so on.
