服务型政府理论视野下潮州市乡镇公务员激励措施研究

【摘要】:乡镇公务员激励机制是乡镇政府及其公务员行政执行能力的重要保证。乡镇公务员直接面对群众做工作,中央、省、市的方针政策,最后的落实大部分也在基层,靠的就是我们基层的工作人员。乡镇公务员承担了大量的工作,任务重,事情繁琐,多数工作人员都身兼数职,工作压力大。如何调动乡镇公务员的积极性和主动性,乡镇公务员激励机制的建设显得尤为重要。2006年《公务员法》颁布以来,我们不断推行公务员制度改革,乡镇公务员激励机制成效初显,但也依然存在许多不足,无法充分发挥公务员的行政执行能力,阻碍了乡镇一级机构改革的进程,影响了新形势下乡镇政府职能的转变,难以满足当前基层社会与经济发展的现实需要,因此进一步完善乡镇公务员激励机制显得尤为重要。2006年《公务员法》的出台,为乡镇公务员激励机制的建设和创新提供了指导原则和法律保障。历次乡镇机构的改革使政府内部组织环境得到了优化,对当前的激励资源进行了整合,为激励机制的完善奠定了良好的基础,以上因素都为推动乡镇公务员激励机制深化改革提供有利条件。本文从探索服务型政府视角下完善潮州市乡镇公务员激励机制的必要性和可行性出发,通过借鉴国内外其他地区在激励机制建设方面取得的成就,运用文献法、调查问卷、访谈、案例分析等研究方法,立足乡镇现实,针对现行潮州市乡镇公务员激励机制展开研究,分析现状,总结取得的成绩,找出存在的不足,并剖析成因,提出对策。全文共分为五个部分,第一部分是对论文的研究背景和意义、国内外的研究现状以及在论文写作过程中所运用到的研究方法等内容进行简单阐述;第二部分主要是对相关概念和理论以及服务型政府理论和公务员激励的关系、服务型政府理论视野下公务员激励机制的内容进行阐述;第三部分主要是分析潮州市乡镇公务员队伍情况以及当地采取的乡镇公务员激励措施,运用访谈法、问卷调查法等对潮州市乡镇公务员工作满意度进行调研,找出存在的问题,剖析原因;第四部分主要是对我国国内的香港地区和浙江地区的公务员的激励机制以及国外的新加坡和韩国地区的公务员的激励机制进行了研究,为完善潮州市的乡镇公务员激励机制提供借鉴。第五部分通过对研究成果进行定性分析和定量分析,确立服务型政府理论视野下完善潮州市乡镇公务员激励机制的原则,提出相关对策建议,以期能对潮州市乡镇政府及其公务员行政能力的建设有所裨益。
[Abstract]:The incentive mechanism of township civil servants is an important guarantee of the administrative executive ability of township government and its civil servants. Township civil servants directly face the masses to do work, the central, provincial, municipal principles and policies, the final implementation of most of the grassroots, relying on our grass-roots staff. Township civil servants undertake a large number of tasks, heavy tasks, cumbersome, most of the staff have held a number of duties, work pressure. How to arouse the enthusiasm and initiative of township civil servants, the construction of incentive mechanism for township civil servants is particularly important. Since the promulgation of the Civil servant Law in 2006, we have been carrying out the reform of the civil service system, and the effectiveness of the incentive mechanism for township civil servants has begun to show. However, there are still many deficiencies, which can not give full play to the administrative executive ability of civil servants, hinder the process of the reform of township organizations, and affect the transformation of the functions of township governments under the new situation. It is difficult to meet the actual needs of social and economic development at the grass-roots level, so it is particularly important to further improve the incentive mechanism for township civil servants. It provides guiding principles and legal guarantee for the construction and innovation of incentive mechanism for township civil servants. The previous reforms of township organizations have optimized the internal organizational environment of the government, integrated the current incentive resources, and laid a good foundation for the improvement of the incentive mechanism. All of the above factors provide favorable conditions for promoting the incentive mechanism of township civil servants to deepen the reform. Based on the exploration of the necessity and feasibility of perfecting the incentive mechanism of township civil servants in Chaozhou from the perspective of service-oriented government, this paper makes use of the achievements of other regions at home and abroad in the construction of incentive mechanism, applies the literature method, and investigates the questionnaire. Based on the reality of villages and towns, the research methods of interview, case analysis and so on are carried out in the light of the current incentive mechanism of township civil servants in Chaozhou City. The present situation is analyzed, the achievements are summarized, the shortcomings are found out, and the causes are analyzed and countermeasures are put forward. The paper is divided into five parts. The first part is a brief description of the research background and significance of the paper, the current research situation at home and abroad and the research methods used in the process of writing the paper. The second part is mainly about the related concepts and theories as well as the relationship between service-oriented government theory and civil servant incentive, and the content of civil servant incentive mechanism from the perspective of service-oriented government theory. The third part mainly analyzes the situation of township civil servants in Chaozhou city and the incentive measures adopted by local township civil servants, and investigates the job satisfaction degree of township civil servants in Chaozhou City by means of interviews and questionnaires, and finds out the existing problems. The fourth part is mainly about the incentive mechanism of the civil servants in Hong Kong and Zhejiang in China, and the incentive mechanism in Singapore and South Korea in foreign countries. In order to improve the Chaozhou township civil servants incentive mechanism to provide reference. The fifth part, through qualitative analysis and quantitative analysis of the research results, establishes the principles of perfecting the incentive mechanism of township civil servants in Chaozhou under the view of service-oriented government theory, and puts forward relevant countermeasures and suggestions.
