新时期中央治藏方略的行政价值观研究
[Abstract]:Since the reform and opening up, the development of Tibet Autonomous region has entered a new period, and its motive force has become the emergence of the Central Tibet work Symposium, which is an act of helping backward minority areas. The Central Forum on Tibetan work is the Central Committee's overall planning guidance meeting for the construction of the Tibet Autonomous region, and an important mechanism for administering Tibet. Its purpose is to govern Tibet "because of time, because of land, because of people". Combined with Tibet's geographical location and economic and social environment, we should formulate policies suitable for the development of local characteristics, and help Tibet Autonomous region to develop healthily and sustainably. The conference was held six times between 1980 and 2015, each meeting can form an important strategy to control Tibet, and it is of great significance to support Tibet from different aspects. From the perspective of value theory, it is found that the central government is the main body and the autonomous region government is the object. Then, when the administrative subject meets its own needs, it will make the corresponding administrative action to the administrative object, and the result of the administrative action will produce the corresponding administrative value. In the process of the emergence of administrative value, the subjective attitude of the subject to its administrative office is administrative value. Here, it will be more intuitionistic and clear to equate the administrative values of the general strategy of governing Tibet with the administrative values of the Central Tibetan work Symposium. It is under the background of a certain historical era that the central government, as the administrative subject, has repeatedly recognized the special attributes and important strategic position of the Tibet Autonomous region government as an object during the meeting. And through the practice of making related policies many times, a relatively stable administrative concept with the function of shaping, integrating and evaluating is gradually formed in the mind. And the administrative values of this conference, based on a preference for policies, duties, functions, etc., have become its strategy of governing Tibet, which will play an important role in the development of the Tibet Autonomous region. Therefore, it is very important to consider the administrative values of the Central Tibet work Forum. Well, from the perspective of the Central working Forum on Tibet, we should first know the brief contents of each meeting. However, because of the large number of meetings held, it is quite difficult to have a complete, detailed and accurate control of each meeting. By extracting "key instructions" from each meeting, the meeting itself is controlled as a whole. Then from the point of view of administrative values, we must first understand that administrative values are constructive dimensions, just like values, it can not be its final form from the beginning, its final form is accompanied by the emergence. A series of processes such as development, formation, establishment, trimming, etc. Finally, with regard to the administrative values of the central government's Tibet strategy formed during the Central Tibet work Symposium, in particular the administrative values of the central Tibetan governance strategy formed at its various specific meetings, It should be a process from the generation of the basic viewpoint of administrative value to the development of opinions on the related issues of administrative value, and then gradually forming the understanding of administrative value, and finally the formation of its related administrative value concept. By synthesizing both of them, the brief contents are intercepted from the historical data of the relevant meetings, and then the key instructions are extracted from the brief contents, and the administrative values are summed up in cooperation with the "key instructions".
