智库驱动社会治理创新研究

【摘要】:社会治理创新的日趋复杂亟需社会多元力量的有效整合,突发事件的频发迫切要求建立在专业知识、经验、信息等基础之上的创新思想实现对突发的新情况、新问题的随机制宜和预见性治理,科学决策、民主决策以及强大的智力支持成为高效、灵活地解决治理难题的关键所在。作为专业领域的政策研究机构,智库是知识与思想的承载者,能够通过基于长期研究而具备的知识、信息和经验对社会治理创新中出现的治理问题进行系统分析,并提出预见性的、因地制宜的、科学的且行之有效的政策咨询建议。社会治理创新过程中复杂、多元、动态治理难题的突破,离不开智库专业知识和创新思想的驱动。本文通过厘清智库和社会治理创新的概念,对智库驱动社会治理创新的动因进行了探析。就智库在社会运行中的角色扮演而言,智库是作为一种治理形态而存在的,智库关键词与治理关键词可以无缝对接。社会治理创新的复杂性使得智治成为治理的诉求,社会治理创新亟需前瞻性、专业性决策,以及社会治理创新政策分析市场的需要和公民公共参与的需要,也使智库驱动成为推动社会治理创新的内在要求。在明确智库在社会治理创新中的功能及其参与机理的基础上,本文从法治环境、智库自身能力、制度环境三个角度系统分析了阻碍智库驱动社会治理创新的问题。法律是国之重器,良法是善治之前提,智库相关立法的空白和制度环境的不完善成为阻碍智库驱动社会治理创新的最大障碍。同时,智库自身能力的欠缺也阻碍着智库功能更好地发挥。针对具体问题,结合我国国情,本文在法治框架下就推动智库驱动社会治理创新的路径进行了探析。要使智库驱动社会治理创新成为常态化的机制,就需要法律来确认和保障智库的参与权利、程序和秩序,将智库参与纳入法治化轨道。要把推进决策咨询制度的法治化提上日程,同时,要通过加强智库人才队伍建设,影响力建设和数据库建设,提升智库驱动社会治理创新的能力。最后,要加强智库驱动社会治理创新的制度化建设,进而实现智库与社会治理创新的协同发展,推动国家治理体系和治理能力现代化的早日实现。
[Abstract]:The complexity of social governance innovation is in urgent need of the effective integration of social pluralistic forces. The frequent occurrence of emergencies urgently requires innovative ideas based on professional knowledge, experience, information and so on, to realize the new situation of unexpected events. Random and predictable governance, scientific decision making, democratic decision making and powerful intellectual support of new problems are the key to solve the problems of governance efficiently and flexibly. As a policy research institution in a professional field, think tanks are carriers of knowledge and ideas. They can systematically analyze governance problems in social governance innovation through knowledge, information and experience based on long-term research. And put forward foresight, according to local conditions, scientific and effective policy advice. The breakthrough of complex, pluralistic and dynamic governance problems in the process of social governance innovation can not be separated from the professional knowledge of think tanks and the driving force of innovative ideas. By clarifying the concepts of think-tank and social governance innovation, this paper probes into the motivation of social governance innovation driven by think-tank. As far as the role of think tanks in social operation is concerned, think tanks exist as a form of governance, and the key words of think tanks and the key words of governance can be connected seamlessly. The complexity of social governance innovation makes Zhizhi a demand of governance. Social governance innovation needs to be forward-looking, professional decision making, and social governance innovation policy analysis of the needs of the market and the needs of public participation. Also make think-tank drive become the intrinsic requirement of promoting social governance innovation. On the basis of clarifying the function and participating mechanism of think-tank in the innovation of social governance, this paper systematically analyzes the problems that hinder the think-tank to drive the innovation of social governance from three angles: the environment of rule of law, the ability of think tank itself, and the system environment. The law is the important instrument of the country, and the good law is the premise of good governance. The blank of the relevant legislation of think-tank and the imperfection of the system environment become the biggest obstacle that hinders the think-tank to drive the innovation of social governance. At the same time, the lack of ability of the think tank itself also hinders the function of the think tank. Aiming at the specific problems and combining the situation of our country, this paper analyzes the path of promoting the innovation of social governance driven by think tanks under the framework of the rule of law. In order to make the innovation of social governance driven by think tanks become a regular mechanism, it is necessary for the law to confirm and guarantee the right, procedure and order of participation of think tanks, and to bring the participation of think tanks into the track of rule by law. At the same time, it is necessary to enhance the ability of the think-tank to drive the innovation of social governance by strengthening the construction of the talent team, the influence construction and the database construction of the think-tank. Finally, it is necessary to strengthen the institutionalization construction of social governance innovation driven by think-tanks, and then realize the coordinated development between think-tanks and social governance innovations, and promote the early realization of the modernization of national governance system and governance ability.
