某区流管员队伍管理问题及对策研究

【摘要】:随着社会的不断发展,社会管理中遇到的各类问题不断涌现,单纯依靠政府力量来进行社会管理,已经变得力不从心。加上政府职能不断扩充,这种困境越发显著。由此,引入社会力量来分担政府部分职能,借助社会进行外围事务管理的思路应运而生。流管员队伍就是在此背景下成立的各类群防群治队伍之一。 本研究立足本地区实际情况,综合分析国内外人力资源管理和公共事务管理相关理论和实践,将相关理论和方法运用于流管员队伍的管理中,探索与地区实际相适应的的流管员队伍管理方法和模式,对于存在的问题,提出有效的应对之策,最终实现流管员队伍的有效管理,使之在社会管理和服务于群众方面发挥更大作用,为构建和谐社会提供应有的辅助支撑力量。 通过本文的研究,一方面为流管员队伍的管理提供帮助,在制度设计和文化建设方面提出合理建议,实现流管员队伍管理水平的提升。另一方面,希望以流管员队伍的管理作为切入点,探讨多样化社会管理群体的构建,形成较为成功的典型经验,为其他类似的群防群治队伍管理提升打开思路。
[Abstract]:With the development of the society, all kinds of problems in the social management are emerging constantly. Relying solely on the power of the government to carry out the social management has become unfit for the purpose. Coupled with the expansion of government functions, this dilemma is becoming more and more obvious. Therefore, introducing social forces to share part of government functions, with the help of social external affairs management ideas came into being. Flow management team is in this context set up under the various groups of prevention and control team. Based on the actual situation of the region, this study comprehensively analyzes the theories and practices of human resource management and public affairs management at home and abroad, and applies the relevant theories and methods to the management of the flow management team. This paper explores the management methods and models of the flow wardens in accordance with the actual situation of the region, and puts forward effective countermeasures for the existing problems, and finally realizes the effective management of the flow managers. Make it play a greater role in social management and service to the masses, and provide the necessary auxiliary support for the construction of a harmonious society. Through the research of this paper, on the one hand, it provides the help for the management of the flow manager team, puts forward reasonable suggestions in the system design and cultural construction, and realizes the improvement of the management level of the flow manager team. On the other hand, the author hopes to discuss the construction of diversified social management groups and form a more successful typical experience by using the management of the flow management team as a starting point, and open up ideas for other similar groups of people to improve their management.
