全球危机背景下的政府职能重塑

【摘要】：政府作为一种理性的力量应该对社会的感性行为进行约束和规范;政府的天然职能是维护公民基本权利、供给公共物品并提供公共服务,在人类面临全球危机的背景下,应对全球危机、保护全人类共同利益成为世界各国政府的重要职能;全球危机包括资源危机、自然危机、战争危机、人口危机、社会危机诸方面;在全球危机背景下,政府的管理职能不但不能削弱,反而应该增强,政府应通过制定相关法律、法规并设立相应机构加强预防危机、处理危机的职能;必须正确处理政府应对危机的职能同保护公民基本权利职能之间的相互关系;应对全球危机更需要加强各国政府之间的合作,尤其是需要强化联合国的作用。
[Abstract]:As a rational force, the government should restrict and regulate the perceptual behavior of the society, and the natural function of the government is to safeguard the basic rights of citizens, to supply public goods and to provide public services. In the context of the global crisis facing mankind, the natural function of government is to safeguard the basic rights of citizens, provide public goods and provide public services. To deal with global crises and protect the common interests of all mankind has become an important function of governments all over the world; the global crises include the crisis of resources, the crisis of nature, the crisis of war, the crisis of population, the crisis of society, and in the context of global crisis, The management function of the government should not be weakened, but should be strengthened. The government should strengthen the function of crisis prevention and crisis management by making relevant laws and regulations and setting up corresponding institutions. The interrelationship between the role of governments in responding to crises and the function of protecting the fundamental rights of citizens must be properly addressed; responding to global crises requires greater cooperation among governments, especially the role of the United Nations.
