基于为民服务代理的满城县政府职能转变研究

【摘要】：党的十六届六中全会明确提出要建设服务型政府,通过更加高水平的公共服务以及社会管理,来满足人民日益增长的物质文化需要。满城县推行的为民服务全程代理机制是建设服务型政府的具体体现,符合中央要求,符合群众意愿,为适应当前形势、满足农村经济社会的发展作出了巨大的贡献,能够为群众提供更加高水平的公共服务。通过对县级政府职能转变进行分析,一方面可以进一步稳定地方政权,另一方面也可以让县级地域管理更加具有科学性。本文以河北省满城县为切入点,通过为民服务代理和政府职能转变的理论性分析,界定了政府职能、为民服务代理的概念,介绍了为民服务代理机制下满城县政府职能转变的主要内容,并且对满城县为民代理和职能转变进行了的现状分析。满城县通过实行为民服务代理制度,政府办事效率得以提高,群众难题得到解决,改进了服务水平,转变了政府职能,工作作风得到转变,干群关系更加密切。然而仍存在诸多不足,如:政府的财力有限,缺乏行之有效的工作手段,公务员素质有待提高等。最后,文章提出了基于为民服务的满城县职能转变的对策,第一要不断完善为民服务代理机制,第二要明确政府的定位,第三要完善相关的体制与制度,切实由管制型政府转变为服务型政府,适应全面改革和发展的需要。
[Abstract]:The sixth Plenary session of the 16th CPC Central Committee clearly proposed to build a service-oriented government, through a higher level of public services and social management, to meet the increasing material and cultural needs of the people. The agency mechanism of serving the people in Mancheng County is a concrete embodiment of the construction of a service-oriented government. It conforms to the requirements of the central government, meets the wishes of the masses, and makes great contributions to the current situation and to the development of rural economy and society. Be able to provide a higher level of public services to the masses. Through the analysis of the transformation of county government functions, on the one hand, it can further stabilize the local political power, on the other hand, it can also make the county-level regional management more scientific. Taking Mancheng County in Hebei Province as the starting point, this paper defines the concept of government function and civil service agency through theoretical analysis of the transformation of government functions and government functions. This paper introduces the main contents of the transformation of government functions in Mancheng County under the mechanism of serving the people, and analyzes the present situation of the transformation of government functions for the people in Mancheng County. Through the implementation of the agency system for the people, the efficiency of government affairs is improved, the problems of the masses are solved, the service level is improved, the government functions are changed, the work style is changed, and the relationship between the cadres and the masses is closer. However, there are still many shortcomings, such as the limited financial resources of the government, the lack of effective means of work, the quality of civil servants need to be improved. Finally, the article puts forward the countermeasures of the function transformation of Mancheng County based on serving the people. First, we should constantly improve the agency mechanism of serving the people; secondly, we should make clear the position of the government; thirdly, we should perfect the relevant system and system. To change from a regulatory government to a service-oriented government to meet the needs of overall reform and development.
