并轨制改革背景下基层公务员激励预期认知状况分析

【摘要】:庞大的基层公务员群体是国家治理的主要主体,其面临的基层治理事务最为复杂和艰巨,但是其却长期面临着压力大、晋升难、工资偏低等职业发展难题。2015年1月起实施的职务职级并行制改革为化解上述困境提供了一种解决的可能。通过了解基层公务员对职务职级并轨制改革的认知情况,分析基层公务员的压力现状及其利益诉求,然后比较和研判并轨制改革对基层公务员自身发展、组织环境、廉政建设等方面的影响,就是否实现了激励预期目标进行一种定性分析。
[Abstract]:A large group of grass-roots civil servants is the main body of national governance, and it faces the most complicated and arduous grass-roots governance affairs, but it has been facing great pressure for a long time, and it is difficult to promote. In January 2015, the concurrent reform of job grade offered a possibility to solve the above difficulties. Based on the understanding of the cognition of the reform of the system of integration of post and rank at the grass-roots level, this paper analyzes the pressure situation of the civil servants at the grass-roots level and their interest demands, and then compares and studies the development and organizational environment of the civil servants at the grass-roots level on the basis of the reform of the parallel system. The influence of clean government construction and so on, whether has achieved the anticipated goal to carry on a kind of qualitative analysis.
