公安边防部队参与创新社会管理研究

【摘要】：经历了30年的改革开放,无论是我国的经济体制、社会结构、利益格局还是思想观念都发生了深刻变革,使得我国的传统社会形态发生了剧烈变化,整个社会结构体系出现了许多新特征,我们许多传统认知和社会管理模式已经无法适应社会发展的需求了。各级党委和政府面临着前所未有的压力和挑战,如何创新社会管理已越来越成为当前的一项重要工作。创新社会管理,事关党执政能力的提高和执政地位的巩固,事关经济社会的发展,事关国家的的长治久安。党的十八大工作报告明确提出了要提高社会管理科学化水平的要求。党的十八届三中全会也明确提出要通过全面深化改革,努力实现社会管理创新转向社会治理的创新。公安边防部队肩负着边境检查、边境治安管理和边界巡逻、打击偷渡以及海上缉私,维护沿边沿海地区安全稳定的重要职责,作为公安部业务指导下的重要职能部门,其管理行为理所当然地成为了政府社会管理的重要组成部分。但是随着社会管理外部环境发生的巨大变化,传统的管理手段已经难以适应当今社会发展的需求。公安边防部队需要迫切解决如何通过自身工作来贯彻落实党和国家的重大方针政策、对构建社会主义和谐社会做出自己应有的贡献,这些都要通过创新社会管理来解决。本文分析了公安边防部队当前的多项社会管理新举措,指出公安边防部队面临着新时期社会矛盾多样多变、边境地区安全形势严峻、违法犯罪形式翻新、自身存在不足等新形势、新问题,并积极提出对策建议,希望可以通过革新理念、转变方式、健全制度、创新手段来推进公安边防部队参与社会管理创新。希望公安边防部队能更好地完成所承担的各项工作任务,有效地担负起保卫边境地区安全,维护沿边沿海地区社会秩序稳定的重要使命,更好地服务经济社会发展大局。
[Abstract]:After 30 years of reform and opening up, profound changes have taken place in China's economic system, social structure, pattern of interests and ideology, which has caused dramatic changes in the traditional social formation of our country. Many new features have emerged in the whole social structure system, and many of our traditional cognitive and social management models have been unable to meet the needs of social development. Party committees and governments at all levels are facing unprecedented pressure and challenges. How to innovate social management has become an important task. The innovation of social management is related to the improvement of the Party's ruling ability and the consolidation of the ruling position, the development of the economy and society, and the long-term stability of the country. The work report of the 18th National Congress of the Party clearly put forward the requirement to improve the scientific level of social management. The third Plenary session of the 18th CPC Central Committee also clearly proposed that the innovation of social management should be transformed into the innovation of social governance through comprehensive deepening of reform. As an important functional department under the operational guidance of the Ministry of Public Security, the public security border troops shoulder the important responsibilities of border inspection, border security management and border patrol, crack down on illegal immigration and anti-smuggling at sea, and maintain the security and stability of the coastal areas along the border. Its management behavior has become an important part of government social management. However, with the great changes in the external environment of social management, the traditional management methods have been difficult to adapt to the needs of social development. The public security border guards need to solve urgently how to carry out the major principles and policies of the Party and the state through their own work and make their due contribution to the construction of a harmonious socialist society. All these should be solved through the innovation of social management. This paper analyzes several new measures of social management of public security frontier troops, and points out that public security border troops are faced with various social contradictions in the new period, the security situation in border areas is severe, and the forms of illegal and criminal crimes are renovated. The author hopes to promote the public security frontier troops to participate in the innovation of social management by innovating the idea, changing the way, perfecting the system, and innovating the means to promote the public security frontier troops to participate in the social management innovation. It is hoped that the public security frontier defense forces can better complete the various tasks they have undertaken, effectively shoulder the important mission of safeguarding the security of the border areas, maintaining social order and stability along the coastal areas along the border, and better serve the overall situation of economic and social development.
