马克思市民社会理论视域下我国社会组织参与社会治理研究

【摘要】：根据民政部官方网站显示,截止2016年第四季度,我国社会组织在其数量上已达到69.9万个。自十八大以来,相关数据表明社会组织正在以一种全新的生命力出现在市民生活中,成为社会建设的高效主体,符合复杂环境下、社会治理中多元主体共同参与特点,在实践中突破了以往社会管理中政府是唯一的权威机构的格局,多元治理逐渐取代国家或政府的一元治理。马克思市民社会理论所具有的的研究价值不是几个人、几行字就能说明的,其著作中所涉及的有关“社会组织”表述成为学术界当前研究治理体系、治理能力的关键因素。马克思在批判的继承黑格尔市民社会理论的基础上,提出市民社会的本质是“物质生产关系的总和”,正是存在这种物质交往关系,从群众中发展起来的社会组织逐步成为社会建设中不可或缺的治理主体。它满足了人民结社的需要,在发展中实现了人的全面而自由的发展,为我国社会建设提供了充足的人力资源,逐步形成全面参与的、多管齐下的、和谐因素不断扩大的基础性治理。但这对尚处于“幼儿”期的社会组织来说无疑是个艰巨的重任,因为环境的不成熟、制度的不健全、能力欠缺等阻碍因素,使社会组织不能最大限度的发挥作用。本文以发现问题、提出解决方案为线索展开论述,通过对社会组织参与社会治理的困境加以分析,从而提出促进社会组织更加全面的参与到社会治理的对策。本文通过文献分析法、系统分析法、理论联系实际发和多学科相互借鉴法展开论述,系统阐述了马克思市民社会理论中社会组织的相关论述,围绕市民社会与政治国家的关系,提出政治国家是由家庭和社会组织构成的论点,继而论述市民社会理论下马克思提出社会组织在资本主义社会所具有的作用,将其同当前我国社会发展的具体实际相结合,提出社会组织参与社会治理在社会主义社会的必要性;以现实中社会组织参与社会治理所面临的困境为出发点,从而提出加强社会组织参与社会治理的对策。社会治理的根本出发点在于人民的根本利益,所承担的目标指向是实现社会和谐,社会治理不能单凭国家和政府,社会其他成员也应当参加到社会建设的过程中。当前,社会组织逐渐成为治理中的佼佼者,其重要性在治理中日渐凸显,作用在治理中逐渐发挥到最大,构建和谐社会的基础工作在于把握其规律,加强其管理,发挥其功能,实现其价值。社会组织参与社会治理已成为新时代下以马克思主义为根本指导的新实践,为实现国家治理体系和治理能力现代化提供了现实基础。
[Abstract]:As of the fourth quarter of 2016, the number of social organizations in China has reached 699,000, according to the official website of the Ministry of Civil Affairs. Since the 18th National Congress of the CPC, relevant data show that social organizations are emerging in the life of citizens with a new vitality, and have become highly effective subjects in social construction, in line with the characteristics of joint participation of multiple subjects in social governance in the complex environment. In practice, it breaks through the pattern that the government is the only authoritative organization in the social management in the past, and the pluralistic governance gradually replaces the unitary governance of the state or the government. The research value of Marx's civil society theory is not a few people, but can be explained by a few lines. The expression of "social organization" involved in his works has become the key factor of the current research on governance system and governance ability in academic circles. On the basis of critically inheriting Hegel's theory of civil society, Marx put forward that the essence of civil society is "the summation of material relations of production". The social organization developed from the masses has gradually become an indispensable governance subject in social construction. It satisfies the needs of the people's association, realizes the all-round and free development of human beings in the course of development, provides adequate human resources for the social construction of our country, and gradually forms a fully participatory and multi-pronged one. Harmonious factor expands continuously the foundational management. However, this is undoubtedly an arduous task for the social organizations which are still in the period of "early childhood", because of the immaturity of the environment, the imperfection of the system, the lack of ability and other hindrance factors, which make the social organization unable to play its role to the maximum extent. This paper discusses the problems and puts forward solutions to the problems, and analyzes the predicament of social organizations' participation in social governance, and then puts forward some countermeasures to promote social organizations to participate in social governance more comprehensively. This paper discusses the social organization in Marx's civil society theory by literature analysis, system analysis, theory combined with practice and multi-disciplinary mutual reference method, which revolves around the relationship between civil society and political state. It puts forward the argument that the political state is composed of family and social organization, and then discusses Marx's function of social organization in capitalist society under the theory of civil society, and combines it with the concrete reality of social development in our country at present. This paper puts forward the necessity of social organization participating in social governance in socialist society, and puts forward the countermeasures to strengthen social organization's participation in social governance, taking the predicament that social organization faces in social governance in reality as the starting point. The fundamental starting point of social governance lies in the fundamental interests of the people. The goal of social governance is to realize social harmony. Social governance cannot be based solely on the state and government, and other members of society should also participate in the process of social construction. At present, the social organization has gradually become a leader in governance, its importance is becoming increasingly prominent in governance, and its role is gradually playing the largest role in governance. The basic work of building a harmonious society lies in grasping its laws, strengthening its management, and giving play to its functions. Realize its value. The participation of social organizations in social governance has become a new practice under the guidance of Marxism in the new era, which provides a realistic foundation for the modernization of national governance system and governance ability.
