淄博市政府绩效考评中的问题及对策研究

【摘要】:政府绩效考评是非常有效的政府管理手段,对提高政府绩效、改善政府形象具有非常重要的作用。近年来,很多地方政府开始将绩效评估的理念应用到政府管理中,取得了良好的成效,但总体而言,处于探索阶段的我国地方政府绩效考评还有诸多亟待解决的问题。因此,在借鉴国内外绩效考评理论和总结自身实践的基础上建立科学有效且符合本地实情的政府绩效考评体系显得尤为必要。通过近几年的积极参与,笔者深刻感受到淄博市的政府绩效考评工作取得了很大成绩,但受主客观条件的限制,还有很多不完善的地方,制约了绩效考评导向作用的发挥。如何使政府绩效考评工作与淄博市的经济社会发展水平相适应,与转变政府职能相衔接,是摆在淄博市政府面前的一道难题。因此,本文的研究具有很重要的理论价值和现实意义。本文以淄博市为例,通过文献研究法、调查研究法等相结合的研究方法,对地方政府绩效考评工作进行研究,分析了开展政府绩效考评的意义,介绍了淄博市政府绩效考评工作的发展历程、现状、取得的成绩,着重指出了淄博市绩效考评工作中存在问题的原因,包括传统观念和价值取向的因素、绩效考评本身的难度、薄弱的民主环境以及制度上的因素等。并在此基础上,提出了完善淄博市政府绩效考评工作的对策建议。包括树立正确的理念;从遵循指标设计的基本原则、合理确定各层次指标的权重、确定绩效考评的标准、明确计分方法四方面完善政府绩效考评指标体系;构建多元化的绩效考评主体;加强绩效考评信息化建设;完善政府绩效考评制度等。
[Abstract]:Government performance evaluation is a very effective means of government management, which plays a very important role in improving government performance and improving government image. In recent years, many local governments began to apply the concept of performance evaluation to government management, and achieved good results. However, in general, there are still many problems to be solved urgently. Therefore, it is particularly necessary to establish a scientific and effective government performance evaluation system based on the theory of performance appraisal at home and abroad and on the basis of summing up its own practice. Through active participation in recent years, the author deeply feels that the government performance evaluation of Zibo City has made great achievements, but limited by subjective and objective conditions, there are still many imperfections, which restrict the performance evaluation guidance. How to make the government performance appraisal work adapt to the level of economic and social development of Zibo City and link up with the transformation of government functions is a difficult problem in front of Zibo Municipal Government. Therefore, the research of this paper has very important theoretical value and practical significance. This paper takes Zibo City as an example, through the research methods of literature research, investigation research and so on, carries on the research to the local government performance appraisal work, analyzes the significance of carrying out the government performance appraisal. This paper introduces the development course, present situation and achievements of the performance appraisal work of Zibo municipal government, and emphatically points out the causes of the problems existing in the performance appraisal work of Zibo city, including the factors of traditional concept and value orientation, the difficulty of the performance appraisal itself, etc. Weak democratic environment and institutional factors. On this basis, the paper puts forward the countermeasures and suggestions to perfect the performance evaluation of Zibo municipal government. It includes setting up the correct idea, following the basic principle of index design, reasonably determining the weight of each level index, determining the standard of performance appraisal, defining the scoring method and perfecting the government performance appraisal index system in four aspects; To construct a diversified subject of performance appraisal; to strengthen the information construction of performance appraisal; to perfect the system of government performance evaluation and so on.
