大数据时代政府治理面临的挑战及其应对

【摘要】：伴随全球化与后工业化浪潮成长起来的大数据,不仅具有高度复杂性与高度不确定性特征,还具有自身新的时代特点。作为一把双刃剑,大数据在为人类生产生活带来便利的同时,也使政府在社会治理中面临着数据安全管理、海量数据信息困扰、数据决策盲目依赖等方面诸多挑战。合作治理以价值为依据,不仅充分考量大数据时代的内在特性,同时也充分利用该时代所带来的资源与契机,是政府应对大数据时代冲击与挑战的必然路径选择。
[Abstract]:With the development of globalization and post-industrialization, big data not only has the characteristics of high complexity and uncertainty, but also has its own new characteristics of the times. As a double-edged sword, big data not only brings convenience to human production and life, but also makes the government face many challenges in social governance, such as data security management, mass data information puzzlement, blind dependence on data decision-making, and so on. Based on value, cooperative governance not only fully considers the inherent characteristics of the big data era, but also makes full use of the resources and opportunities brought by the era, which is the inevitable path choice for the government to deal with the impact and challenge of the big data era.
