网络环境下高校突发事件应急管理研究

【摘要】：随着移动互联网技术与网络通信技术的高速发展,网络时代已悄然到来,并对人们的生活产生着深刻的影响。在这一时代背景下形成的以新媒体占据信息传播主导地位的网络环境,正改变着社会公众的认知方式及信息获取和交流表达的方式,为信息的高速传播创造了更多平台,也为个人意见的社会化提供了更多可能。网络环境所带来的这一系列变化为整个社会发展注入了新的活力,也为社会管理带来了新的挑战。突发事件应急管理作为社会管理领域的关键内容之一,受到政府及专家学者的密切关注。而高校作为社会系统的重要组成部分,承担着培养高素质人才、创新科学研究、传承社会文化等重任,其稳定和发展也受到社会的广泛关注。近年来,我国高校各类突发事件频发,尤其是在新时期的网络环境下,高校突发事件显现出的新特征,为事件的应对提出了新要求。但我国高校突发事件应急管理研究历程较短,尚不成熟,在应急管理方面缺乏完善的理论和实践指导。因此,网络环境下加强高校突发事件应急管理已成为一项重要的研究课题,提高网络环境下高校突发事件应急管理能力,对有效预防突发事件发生以及最大限度的减少突发事件所带来的危害,具有重要作用。本文基于公共治理理论、4R危机管理理论和危机生命周期管理理论,探讨网络环境下我国高校突发事件应急管理面临的机遇与挑战,结合高校应急管理现状和国外高校应急管理经验,对网络环境下加强我国高校突发事件应急管理进行策略设计,进一步完善高校突发事件应急管理机制和保障体系。为我国高校突发事件应急管理提供理论指导与实践参考。
[Abstract]:With the rapid development of mobile Internet technology and network communication technology, the network era has come quietly, and has a profound impact on people's lives. Under the background of this era, the network environment, in which new media occupy the dominant position of information dissemination, is changing the cognitive mode of the public and the way of obtaining and communicating information, thus creating more platforms for the high-speed dissemination of information. It also offers more possibilities for the socialization of personal opinions. This series of changes brought by the network environment has injected new vitality into the whole social development and brought new challenges to the social management. As one of the key contents in the field of social management, emergency management has been paid close attention by the government and experts and scholars. As an important part of the social system, colleges and universities undertake the task of cultivating high-quality talents, innovating scientific research, inheriting social culture, and so on. In recent years, the frequent occurrence of all kinds of emergencies in colleges and universities in our country, especially in the network environment in the new era, has brought forward new requirements for the response of emergencies in colleges and universities. However, the research process of emergency management in colleges and universities in China is short and immature, and there is a lack of perfect theoretical and practical guidance in emergency management. Therefore, it has become an important research topic to strengthen the emergency management in colleges and universities under the network environment, and to improve the ability of emergency management in colleges and universities under the network environment. It plays an important role in preventing emergencies and minimizing the harm caused by emergencies. Based on the 4R crisis management theory and the crisis life cycle management theory of public governance, this paper discusses the opportunities and challenges faced by the emergency management of university emergencies in China under the network environment. Combined with the current situation of university emergency management and the experience of foreign university emergency management, this paper designs the strategy to strengthen the emergency management of colleges and universities in our country under the network environment, and further consummates the emergency management mechanism and guarantee system of colleges and universities. To provide theoretical guidance and practical reference for emergency management of university emergencies in China.
