政府在产业转型升级中的作用范围分析

【摘要】：为克服产业转型升级中的市场失灵,规避潜在风险,政府应确定作用范围,协同政策发力,推动产业转型升级。本文在综述国内外相关研究基础上,基于政府选择性作用与功能性作用,回顾了改革开放以来中国产业发展四个阶段中政府作用范围演进,总结了演进特征与现实问题。提出了新时期政府在产业转型升级中作用范围的优化原则与框架内容,具体分析了政府在产业转型升级中五个方面的作用范围:营造公平竞争市场环境,构建产业发展制度体系;加快人才发展战略布局,培植产业发展竞争优势;强化技术创新驱动作用,激发产业转型升级动力;推动资本市场优化升级,加速产业资源配置流通;打造高端优良产业载体,实现产业升级成长支撑。
[Abstract]:In order to overcome the market failure in the industrial transformation and upgrade and avoid the potential risks, the government should determine the scope of action, cooperate with the policy to promote the industrial transformation and upgrading. This paper reviews the evolution of the scope of government's role in the four stages of China's industrial development since the reform and opening up, and summarizes the evolution characteristics and practical problems based on the review of relevant studies at home and abroad, and on the basis of the selective and functional role of the government. This paper puts forward the optimized principles and framework contents of the scope of the government's role in the industrial transformation and upgrading in the new period, and analyzes in detail the scope of the government's role in five aspects in the industrial transformation and upgrading: creating a fair competitive market environment. Construct the system of industrial development; accelerate the strategic layout of talent development, cultivate the competitive advantage of industrial development; strengthen the driving role of technological innovation, stimulate the impetus of industrial transformation and upgrading; promote the optimization and upgrading of capital market, accelerate the distribution of industrial resources; Build high-end fine industry carrier, realize industry upgrade growth support.
