无锡市地税局绩效管理现状分析及对策研究

【摘要】：在党的十八大报告中,政府绩效管理的改革被提上了日程。承担“聚财为国、执法为民”职能的税务部门,为推动经济增长,服务社会民生起着至关重要的作用。进一步改进和深化税务部门的绩效管理水平能有效激活税务干部的工作活力,培养税务干部的责任意识,提升税务干部队伍的整体素质,进而达到提升部门绩效绩效。从这个角度看,税务部门实施绩效管理管理既是其提升行政绩效的有效途径,也是其进一步提升职能作用,树立政府部门良好形象的必然选择。本文着重描述了无锡市地税局绩效管理的现状,对其存在问题及相关原因进行了针对性的剖析,并对国内外其他税务机构绩效管理实践经验进行了分析,在借鉴成功做法的基础上,对无锡市地税局绩效管理模式的改进完善提出了具有操作性的意见建议。本文主体部分共分为六章。其中,第一章简单介绍了本文的研究背景、实际意义以及拟采取的研究思路和研究方法。第二章介绍了税务部门相关绩效管理的研究综述。第三章详细阐述了无锡市地税局队伍建设状况,组织绩效状况以及开展绩效管理的现状,并就无锡市地税局现行绩效管理中存在的问题及相关原因进行了归纳分析。第四章对国外发达国家税务机构开展绩效管理的有效做法进行了总结提炼。第五章针对性地无锡市地税局绩效管理模式提出了一系列改进完善措施。第六章对整篇文章进行了综合总结。
[Abstract]:In the party's 18 th Congress report, the government performance management reform was put on the agenda. The tax department, which has the function of "gathering money for the country and enforcing the law for the people", plays a vital role in promoting economic growth and serving the people's livelihood. Further improving and deepening the performance management level of tax departments can effectively activate the work vitality of tax cadres, cultivate the sense of responsibility of tax cadres, enhance the overall quality of tax cadres, and then achieve the performance of the department. From this point of view, the implementation of performance management in tax departments is not only an effective way to enhance administrative performance, but also an inevitable choice to further enhance the function and establish a good image of government departments. This article emphatically describes the present situation of Wuxi Local Taxation Bureau's performance management, analyzes its existing problems and related reasons, and analyzes the practical experience of other tax authorities' performance management at home and abroad. Based on the successful practice, the paper puts forward some operable suggestions on the improvement and perfection of the performance management model of Wuxi Local Taxation Bureau. The main body of this paper is divided into six chapters. The first chapter briefly introduces the research background, practical significance, research ideas and research methods. The second chapter introduces the tax department related performance management research summary. The third chapter elaborates the status of Wuxi Local Taxation Bureau team construction, organizational performance and performance management, and analyzes the existing problems and related reasons of Wuxi Local Taxation Bureau. Chapter four summarizes the effective methods of performance management in foreign developed countries. Chapter five puts forward a series of measures to improve the performance management mode of Wuxi Local Taxation Bureau. The sixth chapter summarizes the whole article.
