我国公务员群体的政治文化对地方政府职能转变的影响研究

【摘要】:政府职能转变已经成为当前我国政府发展的主流趋势。在经济全球化与信息化快速推进的今天,政府的自我变革显得尤为重要,过去的全能政府、计划政府模式已经无法适应当前经济社会发展的需要,以正确处理政府与市场、社会、个人等关系为核心的政府职能转变正成为当前政治和行政体制改革的重要内容。地方政府职能转变是我国政府职能转变的重要组成部分。尽管国家近年来一直致力于推动地方政府职能转变,如推动市场在资源配置中起决定作用,加快行政审批制度改革,注重社会建设等,但是地方政府职能转变仍然步履维艰。我们不得不从深层次探寻地方政府职能转变的影响因素,以期对症下药,找到推动地方政府职能转变的良方。当前地方政府职能转变中存在的种种问题,如利益纠葛、政府效率问题、政府“公共性”问题等,从根源上是受到文化的影响与制约的。文化是地方政府职能转变的“软环境”,支撑并推动着地方政府“硬件”的发展。于是,笔者很重视文化对于地方政府职能转变的影响。 政治与行政是紧密联系的,政治主导着行政的发展,用政治理论来解释行政过程,引导行政行为是研究行政管理的必然选择。政治文化是当前政治与政府发展的重要文化环境因素,其必然会对地方政府职能转变产生巨大而深刻的影响。当前,这一因素在地方政府职能转变的相关研究中并未得到足够的重视和体现。本研究以政治文化理论为视角,力图分析其对地方政府职能转变的影响,从而谋求营造积极的的政治文化环境,推动地方政府职能转变。 介于当前我国公民社会发育的滞后,以及公务员在地方政府职能转变中的重要地位,笔者将公务员群体作为连接政治文化与地方政府职能转变的桥梁,即政治文化通过作用于公务员群体而影响地方政府职能转变。本研究首先论述公务员群体在地方政府职能转变中的角色定位,彰显了其在地方政府职能转变中的重要作用。然后,在分析当前我国公务员群体的政治文化现状的基础上,具体探讨其对地方政府职能转变的积极影响和消极影响。最后提出了推动地方政府职能转变的路径,即营造有利于地方政府职能转变的政治文化环境。
[Abstract]:The transformation of government functions has become the mainstream trend of the development of our government. Today, with the rapid development of economic globalization and information technology, it is particularly important for the government to reform itself. In the past, the all-powerful government, the planned government model, has been unable to meet the needs of the current economic and social development in order to deal with the government and the market correctly. The transformation of government functions with social and personal relations as the core is becoming an important part of the current political and administrative system reform. The transformation of local government functions is an important part of the transformation of government functions in our country. Although the country has been committed to promoting the transformation of local government functions in recent years, such as promoting the market to play a decisive role in the allocation of resources, speeding up the reform of the administrative examination and approval system, and paying attention to social construction, the transformation of local government functions is still struggling. We have to explore the influence factors of the transformation of local government function from a deep level in order to find the right remedy to promote the transformation of local government function. At present, the problems existing in the transformation of local government functions, such as the conflicts of interests, the efficiency of the government, the publicity of the government, and so on, are influenced and restricted by culture. Culture is the soft environment for the transformation of local government functions, supporting and promoting the development of local government hardware. Therefore, the author attaches great importance to the impact of culture on the transformation of local government functions. Politics is closely related to administration. Politics dominates the development of administration. It is an inevitable choice to study administrative management to explain administrative process and guide administrative behavior with political theory. Political culture is an important cultural environment factor for the development of politics and government, and it will inevitably have a great and profound influence on the transformation of local government functions. At present, this factor has not been paid enough attention and embodied in the relevant research on the transformation of local government functions. From the perspective of the theory of political culture, this study tries to analyze its influence on the transformation of local government functions, so as to create a positive political and cultural environment and promote the transformation of local government functions. In view of the lag of the development of civil society and the important position of civil servants in the transformation of local government functions, the author regards the civil servant group as a bridge to connect the political culture with the transformation of local government functions. That is, political culture influences the function transformation of local government by acting on the group of civil servants. This study first discusses the role of civil servants in the transformation of local government functions, highlighting its important role in the transformation of local government functions. Then, on the basis of analyzing the current political and cultural situation of civil servants in our country, this paper discusses its positive and negative effects on the transformation of local government functions. Finally, the paper puts forward the path to promote the transformation of local government functions, that is, to create a political and cultural environment conducive to the transformation of local government functions.
