市政社会主义的过去与现在:对全球南方的一些启示

【摘要】:反对水电等公共服务私有化的文献大量涌现,却少有述及"市政社会主义"的实践,这是异常的。"市政社会主义"是19世纪末到20世纪40年代出现的一系列相似的历史运动,它们利用当地政府来挑战私人的服务提供并且推进"社会主义"进程。尽管市政社会主义最初只是一个欧美现象,然较之当时,当前它已在不同地区出现,获得了广泛支持并且改善了许多公共服务。结果是喜忧参半的,因为市政社会主义的一些实践并未超越(前)凯恩斯主义,面对不合理的私有服务部门,试图重振资本积累。但是,市政社会主义实践的启示是重要的,因为这些实践率先在理智上和政治上对私有化、以及我们现在称之为"新自由主义"的原型进行持续性的抵抗,论证了公共部门提供有效服务的可能性。本文回顾了这些实践,聚焦于英国的经验,以及为在发展中国家的城市寻求私有化替代方案的努力提供一些启示,在这些国家中,地方性的、社会主义导向的改革已经相对强大。
[Abstract]:The literature against privatisation of public services such as hydropower has sprung up, but the practice of "municipal socialism" is rare, which is unusual. " Municipal Socialism "is a series of similar historical movements that emerged from the late 19th century to the 1940s, using local governments to challenge private service delivery and promote the" socialist "process. Although initially a European and American phenomenon, municipal socialism has now emerged in different regions, garnered widespread support and improved many public services. The results are mixed, as some of the practices of municipal socialism do not go beyond Keynesianism and try to revive capital accumulation in the face of irrational private services. But the revelation of municipal socialist practices is important, because they are the first to take the lead, intellectually and politically, against privatization, and what we now call the "neoliberal" archetypal. The possibility of providing effective services in the public sector is demonstrated. This article reviews these practices, focusing on the experience of the United Kingdom, as well as providing some insights into efforts to find alternatives to privatization in cities in developing countries, where local, Socialist-oriented reforms are already relatively strong.
