协商民主理论视阈下的地方政府决策完善研究

【摘要】：自改革开放以来,随着政治体制和市场体制改革的不断深化,科技发展日新月异,社会经济日趋复杂,社会利益的结构也在不断分化和重构,这些都在不断的扩大着地方政府行政管理的范围,向地方政府决策抛出了新的要求和挑战。如何应对日益复杂的决策环境,促进决策的民主化和科学化,是地方政府需要思考的一个重大问题。协商民主作为20世纪后期在西方兴起的一种新的民主理论,其基本功能便是将民主协商作为决策的基本形式,把与公共政策相关的利益群体吸纳到政府决策中来。协商民主理论完全可以用来改进和完善地方政府决策。文章从协商民主理论的视阈出发,对我国地方政府决策完善的路径作了一定的研究。首先,在综述了国内外相关学者研究成果的基础上,对行政决策和协商民主相关理论做了简要分析。其次,论文从协商民主的角度对我国地方政府决策的现状进行了分析,论文通过分析协商民主理论视阈下我国地方政府决策的积极发展和存在的问题,并总结出存在问题的原因:传统决策习惯的限制,公众参与意识和能力不足,政府决策中多元利益的冲突,地方政府决策程序欠规范,地方政府决策监督效力不够。最后,基于协商民主理论,多角度、全方位地探讨可操作性的方案,提出地方政府决策完善的路径:明确决策民主化、科学化、法制化的指导思想,搭建公众知情平台,整合地方政府决策利益,规范地方政府决策流程,完善地方政府决策机制,全面推动地方政府决策的公民社会联动参与。
[Abstract]:Since the reform and opening up, with the deepening of the reform of the political system and the market system, the rapid development of science and technology, the increasingly complex social economy, the structure of social interests are also constantly dividing and reconstructing, which are constantly expanding the scope of local government administration, throwing new requirements and challenges to local government decision-making. Dealing with the increasingly complicated decision-making environment and promoting the democratization and scientificalization of decision-making is an important issue for local governments to think about.As a new democratic theory rising in the late 20th century in the West, the basic function of deliberative democracy is to regard democratic consultation as the basic form of decision-making and the interest groups related to public policy. Consultative Democracy Theory can be used to improve and perfect local government decision-making. From the perspective of Consultative Democracy Theory, this paper makes a certain study on the path of perfecting local government decision-making in China. First of all, on the basis of summarizing the research results of relevant scholars at home and abroad, this paper makes an overview of administrative decision-making and consultative citizens. Secondly, the paper analyzes the current situation of local government decision-making in China from the perspective of deliberative democracy, analyzes the positive development and existing problems of local government decision-making in China from the perspective of deliberative democracy theory, and summarizes the reasons for the problems: the limitations of traditional decision-making habits, public participation. Finally, based on the theory of deliberative democracy, this paper explores the feasible solutions from various perspectives, and puts forward the path to improve the decision-making of local government: making decision democratized, scientific and legal. Guiding ideology, building a public informed platform, integrating local government decision-making interests, standardizing local government decision-making process, improving local government decision-making mechanism, and comprehensively promoting civil society participation in local government decision-making.
