我国地方政府间政策转移:过程、危机与化解策略——基于信息空间理论的分析

【摘要】：利用布瓦索(Boisot)信息空间理论的概念工具,构建分析我国地方政府间政策转移的"过程—危机链—策略集"分析框架,把我国地方政府间政策转移的过程描述为编码、抽象、扩散三维数据场中的政策知识的生产、扩散、利用过程,这个过程包括审视、解决问题、抽象、扩散、吸收、影响六个具体步骤。在政策知识的生产阶段存在低编码、低抽象、高扩散下的"熵增"危机,在扩散阶段存在信息损耗危机,在政策知识的利用阶段存在吸收转化不足下的转移政策知识适用性危机。化解政策转移危机避免政策转移失败需要确定政策知识管理的战略地位,搭建地方政府交流平台,培育共享文化,拓展传播的渠道,提高地方政府学习能力。
[Abstract]:By using the conceptual tool of (Boisot) information space theory, this paper constructs a "process-crisis chain-strategy set" analysis framework for the analysis of policy transfer between local governments in China, and describes the process of policy transfer between local governments as coding and abstract. The process of producing, diffusing and utilizing policy knowledge in three dimensional data sets consists of six concrete steps: examining, solving problems, abstracting, diffusing, absorbing and influencing. In the production stage of policy knowledge, there is a crisis of "entropy increase" under the condition of low coding, low abstraction and high diffusion, and there is a crisis of information loss in the stage of diffusion. In the stage of utilization of policy knowledge, there is a crisis of applicability of transfer policy knowledge under the condition of insufficient absorption and transformation. To resolve the crisis of policy transfer and avoid the failure of policy transfer, it is necessary to determine the strategic position of policy knowledge management, to set up local government communication platform, to cultivate shared culture, to expand the channel of communication and to improve the learning ability of local government.
