中国政府信息公开目录体系建设研究——基于省级和部委政府网站的调查与分析

【摘要】："建立健全主动公开目录"已成为中国全面推进政务公开的一项重要的基础工作。自2007年以来,中国的政府信息公开目录建设已经取得了一定的成就,但仍存在一些无法忽视的问题。立足于对中国省级和部委级政府网站的政府信息公开目录的全面调查,从分类方式、主题分类、页面表现和元数据项等四个方面量化分析了当前省级和部委政府网站政府信息公开目录建设的现状,从分类不够准确和规范、核心元数据项缺乏、类目划分精度和深度不够、缺乏面向服务对象的分类方式、目录载体单一且功能不一致等五个方面剖析了政府信息公开目录中共同存在的问题,并探讨了如何建立全国性的政府信息公开目录体系。
[Abstract]:Establishing and perfecting the active open catalogue has become an important basic work for China to promote the openness of government affairs in an all-round way. Since 2007, the construction of open catalogue of government information in China has made some achievements, but there are still some problems that can not be ignored. Based on a comprehensive survey of the government information disclosure catalogue on the government websites at the provincial and ministerial levels in China, from the perspective of classification methods and thematic classification, The paper quantifies and analyzes the current situation of the construction of the government information public catalogue on the provincial and ministerial government websites from four aspects: page performance and metadata items. The classification is not accurate and standardized, the core metadata items are lacking, and the classification accuracy and depth are not enough. This paper analyzes the common problems in the open catalogue of government information from five aspects, such as the lack of the classification mode of service-oriented objects, the single and inconsistent function of the directory carrier, and discusses how to establish the nationwide government information disclosure catalogue system.
