政府与社会资本合作模式下的智慧城市项目分类研究

【摘要】：智慧城市投资巨大的特点与政府有限财政预算资源的冲突,促使公共部门鼓励采用政府与社会资本合作(PPP)模式,引导私营机构参与智慧城市项目的投资、建设和运营管理。PPP模式被认为是破解智慧城市建设资金困局的一剂良药,它不仅是一种颇具吸引力的项目建设模式,也是一次行政、财政和投融资体制机制的变革。文章基于复杂系统、公共产品、项目区分等理论,对智慧城市的产品特征和经营属性进行界定,提出智慧城市项目TPO分类模型,据此提出典型智慧城市项目PPP模式建议。研究结果对我国成功实施智慧城市PPP项目具有政策参考价值和实践指导作用。
[Abstract]:The characteristics of intelligent city investment are in conflict with the government's limited budget resources, which urges the public sector to encourage the use of the (PPP) model of cooperation between government and social capital, and to guide the private sector to participate in the investment of the smart city project. The construction and operation management. PPP model is considered to be a good medicine to solve the problem of the construction fund of the intelligent city. It is not only an attractive project construction mode, but also a reform of administration, finance, investment and financing system mechanism. Based on the theories of complex system, public goods and project differentiation, this paper defines the product characteristics and management attributes of intelligent city, puts forward the TPO classification model of intelligent city project, and puts forward the suggestion of PPP model of typical intelligent city project based on the theory of complex system, public product and project differentiation. The results of the study are of policy reference value and practical guidance for the successful implementation of the smart city PPP project in China.
