四川省4.20芦山地震危机管理的案例研究

【摘要】:随着全球经济的快速发展,人类对于自然资源进行着无节制地开采和消费,人与自然的矛盾日益突出。同时,经济差距、政治差异和文化冲突依然存在,经济矛盾、社会矛盾越来越多。地震、灾害性天气、恐怖袭击、疫病、群体事件等各种危机频繁爆发,给人民生产生活造成极大的破坏。应对公共危机是政府履行社会管理和公共服务职能的重要方面,健全的公共危机应对机制和高效的公共危机应对能力是政府执政能力和管理水平的重要体现。如何提升政府的危机管理意识、提高政府的危机管理能力,尽量预防各种突发事件,减少损失,保障公共安全等,己成为各级政府面临的主要问题。本文以2012年雅安芦山4.20地震事件为具体案例,以地方政府危机管理为理论支撑,通过分析四川地方政府应对特大危机事件的管理工作,从宏观层面归纳出四川地方政府在应对特大危机事件中存在的问题,最后,针对实际情况,提出对四川地方政府危机管理的建议,以推动我国地方政府危机管理水平的提高。本文共分为八个部分,第一章介绍论文的研究背景,国内外研究现状,理论基础、研究思路和方法,研究意义以及研究的创新点和不足之处。第二章简述我国政府公共危机管理的发展历程、发展现状、存在问题和本案例的典型性。第三章对四川省420芦山地震危机管理的案例进行分析,简述地震基本情况,分析其基本原则和具体应对举措。第四章和第五章对四川省420芦山地震危机管理的关键因素进行分析,重点分析危机预警和危机处置,其中危机处置分析信息沟通和社会动员两个方面。第六章从危机管理的三个阶段提出八个进一步完善四川省政府危机管理的建议:一是健全公共危机管理机构;二是提高应急预案的可操作性,开展相关的训练演习;三是优化公共危机预警机制;四是建立发达的信息沟通网络,完善信息联动机制;五是加强社会参与主动性和有序化,完善社会动员机制;六是建立善后恢复的巨灾机制;七是完善人才储备机制;八是积极开展危机教育和交流合作。
[Abstract]:With the rapid development of the global economy, human beings are exploiting and consuming the natural resources without restraint, and the contradiction between man and nature is becoming more and more prominent. At the same time, economic disparity, political difference and cultural conflict still exist, economic contradiction, social contradiction more and more. Earthquakes, disastrous weather, terrorist attacks, epidemics, group events, and other crises frequently erupt, causing great damage to people's lives and production. To deal with the public crisis is an important aspect for the government to perform the functions of social management and public service. The perfect public crisis response mechanism and the efficient public crisis response ability are the important embodiment of the government's governing ability and management level. How to improve the consciousness of crisis management, improve the ability of crisis management, prevent all kinds of unexpected events, reduce losses and ensure public safety have become the main problems that governments at all levels are facing. Taking the Lushan earthquake of 2012 as a specific case and the crisis management of local government as the theoretical support, this paper analyzes the management of the local government in response to the catastrophic crisis in Sichuan. This paper sums up the problems of Sichuan local government in dealing with the serious crisis event from the macroscopic level, finally, according to the actual situation, puts forward the suggestion to the Sichuan local government crisis management, in order to promote the improvement of the local government crisis management level of our country. This paper is divided into eight parts. The first chapter introduces the research background, domestic and foreign research status, theoretical basis, research ideas and methods, research significance and research innovation and shortcomings. The second chapter briefly describes the development of our government's public crisis management, the status quo, existing problems and the typical nature of this case. The third chapter analyzes the case of earthquake crisis management in 420Lushan, Sichuan Province, briefly describes the basic situation of earthquake, analyzes its basic principles and concrete countermeasures. The fourth and fifth chapters analyze the key factors of earthquake crisis management in 420Lushan, Sichuan Province, and focus on the analysis of crisis early warning and crisis management, among which crisis management analysis information communication and social mobilization. The sixth chapter puts forward eight suggestions to improve the crisis management of Sichuan provincial government from the three stages of crisis management: first, improve the public crisis management organization; second, improve the operability of emergency plan and carry out relevant training exercises; Third, optimize the early warning mechanism of public crisis; fourth, establish a developed information communication network and perfect the information linkage mechanism; fifthly, strengthen the initiative and ordering of social participation and perfect the social mobilization mechanism; sixth, establish a catastrophic mechanism for dealing with the aftermath and recovery; Seventh, improve the talent reserve mechanism; eighth, actively carry out crisis education and exchange and cooperation.
