【摘要】：正当前,我国正处于改革攻坚期、社会转型期,新旧矛盾交织、叠加、聚合。现代社会的风险问题越来越成为重大的理论和实践问题。今年年初,习近平总书记在全国政法工作会议上强调,2017年是我们党和国家历史上具有特殊重要意义的一年。要提高对各种矛盾问题预测预警预防能力,不断创新理念思路、体制机制、方法手段,全面提升防范应对各类风险挑战的水平,为党的十九大召开营造安全稳定的社会环境。我国
