协商民主视野下我国公共政策议程的优化

【摘要】:在我国,公共政策与社会公共生活密切关联,是政府开展行政工作和进行社会治理的主要手段,对社会的稳定和发展起到了重要的引导、调控与推进作用。政策过程研究是当前公共政策科学研究的主导模式,其中,公共政策议程作为整个政策周期的“守门人”与“加工厂”,是就社会问题展开协商和政策问题进行界定的主要环节,是公共政策过程的入口和开端。政策议程设置的公开民主、科学合理与否,对政策问题界定的科学性、公共政策制定的合法性、乃至社会的稳定发展至关重要,从政策循环伊始对政策制定的品质与水平产生重要影响。然而,相较于公共政策的制定、执行等环节,国内学术界就公共政策议程阶段展开的研究仍实为匮乏,对政策议程整体构建的合理流程、模式及议程主体参与行为的改进与优化等方面的探索更是凤毛麟角,政策议程实践的发展同样停滞不前,遭受到极大的忽视。因此,笔者意图通过将协商民主与公共政策议程的研究相联系,以期在剖析我国政策议程现状及议程设置缺陷的基础上,结合全面系统的议程设计体系,为我国公共政策议程的优化提供科学、合理、可行的路径指导,为国内政策科学研究略尽薄力。具体来讲,论文主要包括六部分内容: 第一,绪论。这一部分主要介绍了论文研究的背景和意义,目标与方法,以及现阶段国内外学术界关于这一议题的研究现状等; 第二,论文相关概念界定及理论阐述。这一部分主要介绍了协商民主与公共政策议程的研究渊源、基本概念及相关基础理论等主要内容,并对公共政策议程的优化进行归纳和界定; 第三,协商民主与公共政策议程优化的内在联系。这一部分着重分析并揭示了二者在基本价值诉求上的契合性,并就协商民主发展与政策议程优化的互动共进性作出简单阐述,,奠定了论文研究的理论基础; 第四,协商民主视角下我国公共政策议程的现状及问题剖析。这一部分在对我国政策议程构建的程序与主体进行阐述的基础上,抽象并归纳出当前我国政策议程过程中存在的主要问题,并就问题成因进行分析总结; 第五,基于协商民主理论我国公共政策议程的设计目标。这一部分在协商民主理论的指导下对政策议程设置的基本原则与理想体系进行设想和构建,为我国公共政策议程的科学合理设置提供了程序上和模式上的借鉴; 第六,基于协商民主实践我国公共政策议程的优化路径分析。这一部分从政府、公众及其他社会主体的政治参与行为的改良和完善入手,统筹优化我国政策议程实践的参与主体和程序设置,以期在协商民主实践的规范下为我国公共政策议程的完善与优化提出科学合理、具体可行的路径选择。
[Abstract]:In our country, public policy is closely related to social public life, which is the main means for the government to carry out administrative work and social governance, and plays an important role in guiding, regulating and promoting social stability and development. Policy process research is the leading mode of public policy scientific research, in which the public policy agenda acts as the gatekeeper and processor of the whole policy cycle. It is the main link of social consultation and policy definition, and the entrance and beginning of public policy process. The open democracy, scientific and reasonable setting of policy agenda is crucial to the scientific definition of policy issues, the legitimacy of public policy formulation, and even the stable development of society. From the beginning of the policy cycle, it has an important impact on the quality and level of policy making. However, compared with the public policy formulation, implementation and other links, the domestic academic research on the stage of public policy agenda is still scarce, the rational process of the overall construction of the policy agenda. The improvement and optimization of the model and agenda participants' participation behavior are rare, and the development of policy agenda practice is also stagnant, which has been neglected greatly. Therefore, the author intends to link the research of deliberative democracy with the research of public policy agenda, in order to analyze the present situation of China's policy agenda and the shortcomings of agenda setting, and combine the comprehensive and systematic agenda design system. It provides scientific, reasonable and feasible guidance for the optimization of China's public policy agenda, and does a little effort for domestic policy scientific research. Specifically, the paper mainly includes six parts: first, introduction. This part mainly introduces the background and significance, objectives and methods of the paper research, as well as the current situation of academic research on this topic at home and abroad. Second, the definition of relevant concepts and theoretical elaboration. This part mainly introduces the research sources, basic concepts and related basic theories of the agenda of deliberative democracy and public policy, and sums up and defines the optimization of the agenda of public policy. The internal relationship between deliberative democracy and the optimization of public policy agenda. This part focuses on analyzing and revealing the compatibility of the two in the basic value demands, and makes a brief exposition on the interaction and common progress between the development of deliberative democracy and the optimization of policy agenda, which lays the theoretical foundation of the thesis. Analysis of the present situation and problems of China's Public Policy agenda from the Perspective of deliberative Democracy. This part abstracts and summarizes the main problems existing in the process of China's policy agenda on the basis of expounding the procedure and subject of the policy agenda construction in our country, and analyzes and summarizes the causes of the problems. The design goal of China's public policy agenda based on the theory of deliberative democracy. Under the guidance of the theory of deliberative democracy, this part conceives and constructs the basic principles and ideal system of setting the policy agenda, which provides a reference for the scientific and reasonable setting of the public policy agenda in our country. Sixth, the optimization path analysis of China's public policy agenda based on deliberative democracy. This part starts with the improvement and perfection of the political participation behavior of the government, the public and other social subjects, and optimizes the participation subject and procedure setting of the policy agenda practice in our country as a whole. In order to put forward the scientific, reasonable and feasible path choice for the perfection and optimization of China's public policy agenda under the norms of deliberative democratic practice.
