政府购买服务制度的演变:中西比较及启示

【摘要】：从福利转型与治理创新的双重视角,来透视政府购买服务制度的演变历程,发现在历史的主线中,社会福利和社会服务是从最初的国家保障,逐渐成为由政府和社会组织共同参与的治理行动。从制度演变的逻辑来看,西方始于疏解国家福利高压,以改革官僚制政府为动力,以优化公共服务效能为目标;而中国始于填补国家福利真空,以改革社会体制为动力,以创新社会治理机制为目标。当前中国社会发展面临的复杂环境及多元需求,决定了本土政府购买服务是以社会治理创新为核心使命的复合型制度,应发挥优化公共服务效能、创新社会治理体制、激发基层社会活力、重构新社会服务体系等重要功能。
[Abstract]:From the perspective of welfare transformation and governance innovation, this paper analyzes the evolution of government purchase service system, and finds out that social welfare and social service are from the initial state security in the main line of history. Gradually become the government and social organizations involved in governance action. From the logic of the evolution of the system, the west began to liberate the high pressure of state welfare, take the reform of bureaucratic government as the motive force and optimize the efficiency of public service, while China began to fill the vacuum of state welfare and to reform the social system as the motive force. To innovate the social governance mechanism as the goal. At present, the complex environment and diverse demands facing the social development of China determine that the local government purchase service is a complex system with the core mission of social governance innovation, and should optimize the efficiency of public service and innovate the social governance system. Stimulate grassroots social vitality, reconstruct the new social service system and other important functions.
