广州市异地务工人员就业培训服务的政府购买研究
[Abstract]:Guangzhou, as a major labor import town, is faced with the task of solving the employment and work of migrant workers. Under the background of "double transfer", employment training will be an important way to solve the problem of first employment and shift employment of rural labor force. The employment training of migrant workers will inevitably encounter obstacles and difficulties in the process of implementation, such as the bias of policies, the unitary nature of training institutions, the low participation of social organizations, etc. It will be a good way to change the administrative function of the government, provide more professional training service and save the financial cost by the way of government purchasing public service. Therefore, the research on government purchase of employment training service for migrant workers will further enrich the theory of government purchasing public goods, explore and innovate the mechanism of government purchase service, and break the pattern of government monopoly on public employment service. It is of great theoretical and practical significance to promote the quality and efficiency of employment training. Based on the background of Guangzhou City, this paper makes use of literature analysis, interview, case analysis and so on to carry out the relevant research work on the employment training service of migrant workers in different places. The research ideas are divided into two ways: first, starting from the scale and structure of migrant workers in Guangzhou and the basic situation of employment training, this paper analyzes the current situation of migrant workers and their employment training in Guangzhou. Second, from the background and process of the government purchase of employment training service for migrant workers in Guangzhou, the paper analyzes the current situation of government purchase, points out the problems in the process and analyzes the reasons. Based on the above two ideas, this paper puts forward some countermeasures and suggestions to improve the employment training service for migrant workers in Guangzhou. The conclusion of this paper is mainly reflected in two aspects. First, based on the basic situation of migrant workers in Guangzhou, the employment training situation and the contents of employment training purchased by the government, the existing problems are put forward, and the internal reasons are comprehensively analyzed. Second, according to the current situation of government purchase of employment training for migrant workers in Guangzhou, the author puts forward some suggestions and countermeasures, which can provide some useful enlightenment for the study of government purchase in our country.
