科层理性与人情社会的冲突与平衡

【摘要】:韦伯式科层制在西方国家遭到诸多批判,在中国化过程中也遭到人情社会的挑战和阻滞,尽管科层制理性与人情社会之间存在深沉的张力,但这并非意味着韦伯科层制完全不适用于中国情境。要促进韦伯科层制与中国人情文化的融合,消除当前公共权力运行中的过度人情化、关系化的不良倾向,需要汲取韦伯科层制的合理要素,将其理性精神注入到现有的人情社会中,通过对规则与自由裁量权的平衡、工具理性与人性的平衡、组织利益与私人利益的平衡,在理性与人情的冲突中找到均衡点。
[Abstract]:Weber hierarchy system has been criticized in western countries, and has also been challenged and blocked by human society in the process of Sinicization, although there is a deep tension between the rationality of science hierarchy system and human society. But this does not mean that Webco stratification is completely unsuitable for Chinese contexts. In order to promote the integration of Webco hierarchy and Chinese human culture, and to eliminate the negative tendency of excessive humanization and relationship in the operation of public power, it is necessary to absorb the reasonable elements of Webco hierarchy system. The rational spirit is injected into the existing human society. Through the balance between rules and discretion, between instrumental rationality and human nature, and between organizational interests and private interests, the equilibrium point is found in the conflict between rationality and human feelings.
