扶持人口较少民族发展政策实施现状与评估研究——基于公共政策周期理论视角

【摘要】：作为一项与人口较少民族减贫与发展至关重要的政策,扶持人口较少民族发展政策亟需进行评估和监控以使政策更加科学化、规划化。本文运用公共政策周期理论,采用问卷调查数据评估《扶持人口较少民族发展规划(2011-2015年)》的制定过程、实施过程、监督过程以及政策满意度等,以期探究扶持政策存在的问题及改进建议。
[Abstract]:As an important policy for poverty reduction and development of ethnic groups with less population, it is urgent to evaluate and monitor the policies in order to make the policies more scientific and planned. Based on the theory of public policy cycle and questionnaire survey data, this paper evaluates the formulation process, implementation process, supervision process and policy satisfaction of the Plan for supporting the Development of ethnic minorities with small populations (2011-2015). In order to explore the existing problems of support policies and suggestions for improvement.
