基于组织能力测评的H省红十字会改革研究

【摘要】:组织能力是一个组织存在和发展的重要依据,组织能力的高低直接影响到能否有效实现组织的宗旨与目标。红十字会作为慈善组织的重要力量,在扶危济困、人道救援方面发挥着举足轻重的作用。良好的组织能力是其开展慈善活动,促进社会进步的基石。因此,红十字会的组织能力既是衡量组织自身发展的重要指标又是衡量整个社会慈善水平的重要依循。当前,H省红十字会在促进经济社会发展中的作用显著,但在发展的过程中仍存在一些亟待改进地方。本研究以组织能力建设为切入点,将组织发展的核心要素予以指标具体量化并进行科学测评,从组织运作中的具体问题入手,发现运行中出现的问题和不足,在此基础上分析整个慈善事业存在的问题与进一步发展的梗阻。从微观的机制优化中找寻指导整个红十字会事业发展完善的新思路。本研究分为绪论和三个部分。绪论部分阐明研究的缘起、研究目的和意义、介绍学术研究概况并对相关文献予以述评,确定研究方法、写作框架,交代本文创新之处。第一部分为红十字会的机构与职能简介。首先,在回顾红十字会发展历程的基础上对红十字会的运作模式和内部治理结构进行了全面的梳理总结。在此基础上结合H省的发展实际对H省红十字会的发展历程、组织规模、机构设置等进行了详尽的阐述。其次,在明晰机构设置的基础上,对红十字会的职责功能进行了总结归纳,为后续组织能力测评提供参考与铺垫。第二部分为基于组织能力测评的改革状况分析。首先,对H省红十字会组织能力测评进行了分析。该测评方法的基础上本着独立、客观、公正的评估原则,结合H省实际,依照组织能力评估的五个方面、89项指标,每分项由低档至高档依次划分为A档、B档、C档、D档、E档,对组织能力进行了全面的梳理与评估。其次,列举了H省红十字会改革的具体措施。最后,分析了H省红十字会改革不到位的具体原因。第三部分为进一步深化H省红十字会改革的措施探讨。结合H省红十字会已有改革的具体实际,建设性地提出了健全管理体制,理顺管理关系;完善工作机制,提升红会治理能力两方面的对策探讨。本文的创新之处在于,一是从H省红十字会的组织能力测评的分析入手,试图通过核心要素的作用机理分析,发现组织运行中出现的治理能力问题和不足,在此基础上透视宏观背景下整个慈善事业存在的问题与进一步发展的梗阻,找寻整个红十字会事业发展完善的新思路。二是建设性地提出了健全管理体制,理顺管理关系;完善工作机制,提升红会治理能力两方面的对策探讨,以资促进红十字会事业治理能力的提升。
[Abstract]:Organizational competence is an important basis for the existence and development of an organization. As an important force of charity, Red Cross plays an important role in relief and humanitarian relief. Good organizational ability is the cornerstone of its charitable activities and social progress. Therefore, the organization ability of the Red Cross is not only an important index to measure the development of the organization itself, but also an important principle to measure the charity level of the whole society. At present, Red Cross plays a significant role in promoting economic and social development, but there are still some areas that need to be improved in the process of development. This research takes the organizational capacity building as the breakthrough point, quantifies the core elements of the organization development and carries on the scientific evaluation, starts with the concrete question in the organization operation, discovers the question and the insufficiency in the operation. On this basis, the problems of the whole charity and the obstruction of further development are analyzed. To find a new way to guide the development and perfection of the whole Red Cross from the micro mechanism optimization. This research is divided into introduction and three parts. The introduction part clarifies the origin, purpose and significance of the research, introduces the general situation of academic research and reviews the relevant literature, determines the research methods, writing framework, and explains the innovation of this paper. The first part is a brief introduction of the organization and functions of the Red Cross. First of all, on the basis of reviewing the development course of the Red Cross, the operation mode and internal governance structure of the Red Cross are summarized. Combined with the development of H province, the development course, organization scale and organization setting of Red Cross in H province are expounded in detail. Secondly, on the basis of clear organization setting, the function of Red Cross is summarized and summarized, which can provide a reference for the evaluation of organization ability. The second part is the analysis of the reform situation based on the evaluation of organizational ability. First of all, the evaluation of Red Cross organization ability in H province is analyzed. On the basis of the evaluation method, based on the principle of independence, objectivity and impartiality, combined with the reality of H province, according to the five aspects of organizational capacity assessment, 89 indexes are included in each item. Each item is divided into A file, B file, C file and D file E file in turn from low grade to high grade. The organization ability has been comprehensively combed and evaluated. Secondly, listed H province Red Cross reform specific measures. At last, the author analyzes the concrete reasons why the reform of Red Cross in H province is not in place. The third part discusses the measures to deepen the reform of Red Cross in H province. Combined with the actual situation of the Red Cross Society in H province, this paper puts forward the countermeasures of perfecting the management system, straightening out the management relations, perfecting the working mechanism and improving the management ability of the Red Cross Society. The innovation of this paper lies in: first, starting with the analysis of the evaluation and evaluation of the organizational capacity of the Red Cross in H province, the author tries to find out the problems and deficiencies of the governance ability in the operation of the organization through the analysis of the mechanism of the core elements. On the basis of this, the problems existing in the whole charity and the obstruction of further development under the macro background are analyzed, and the new ideas for the development and perfection of the whole Red Cross are sought. The second is to improve the management system, straighten out the management relationship, perfect the working mechanism and improve the Red Cross's governance ability, so as to promote the improvement of the Red Cross's governance ability.
