镇江海事政务微信平台管理研究

【摘要】:2014年,党的十八届三中全会提出了 “推进国家治理体系和治理能力现代化”的战略目标。2015年7月1日,《国务院关于积极推进“互联网+”行动的指导意见》正式发布。当前,政务微信已经融入了公众生活的各个方面,以政务微信为代表的政务新媒体已经成为政府社会治理能力现代化的一个重要组成部分。2015年5月28日,镇江海事局开通了官方政务微信平台,力求推进政务公开化和治理现代化。但在发展过程中遇到了一些困难和问题。本文将以镇江海事局政务微信平台为研究对象,采用文献总结法、实地调研法、比较研究法,深入探索研究影响镇江海事政务微信发展的原因,并结合实际和国内外经验提出相应的解决对策。镇江海事政务微信公众平台成立之初,通过积极开展各类推广活动,认真组织稿件推送,基本满足了行政相对人的信息服务、查询服务等内容需求,方便了公众与镇江海事的直接沟通,提升了镇江海事公众服务水平,取得一定的成效。一是加速服务型政府转型,增进镇江海事与群众的信息交流。二是增强舆论引导能力,提升镇江海事形象。三是拓宽了海事为民服务渠道,减少服务成本。四是提升网络监督力度,促进廉洁海事建设。但是,由于移动互联思维意识欠缺、对政务微信的重要地位认识不清、创新意识和学习能力不足、管理队伍素质不够高、管理制度与运行机制不健全等多种原因,镇江海事政务微信平台仍然存在自身定位不够精准、受众扩展难度较大、内容建设缺少有效创新、与公众互动交流较少、管理与运行能力较为薄弱等问题。通过认真总结国外及国内成功经验的基础上,充分依托镇江海事政务微信平台的实际,结合镇江海事辖区特点,探索出适合推动镇江海事政务微信平台发展提升的举措。一是加强顶层规划设计,强化移动互联网思维,加大政策和资金投入力度。二是提升政务微信定位,在角色定位上要立足海事业务特点,在内容定位上要立足提供精准服务内容,在目标定位上要立足提升海事服务形象。三是强化政务微信服务内容和质量,注重内容的策划和精选,注重内容的实用和时效,注重互动的亲民和活泼,注重服务公众的效果和解决问题的质量。四是加强政务微信的专业化运营,加强自身政务微信平台的规律探索,加强与其他政务微信平台的合作,加强与腾讯运营商的合作。五是加强制度机制建设,完善运行维护机制,建立信息发布及问题收集解决反馈机制,落实保障和激励机制,建立网络舆情处置机制。
[Abstract]:In 2014, the third Plenary session of the 18th CPC Central Committee put forward the strategic goal of "promoting the modernization of the national governance system and governance capability." on July 1, 2015, the State Council's guiding opinion on actively promoting the Action of "Internet" was officially released. At present, government WeChat has been integrated into all aspects of public life, and the new government media, represented by WeChat, has become an important part of the modernization of the government's social governance capacity. Zhenjiang Marine Bureau opened the official government WeChat platform to promote open government and governance modernization. However, in the process of development encountered some difficulties and problems. This article will take Zhenjiang Marine Bureau government affairs WeChat platform as the research object, uses the literature summary method, the field investigation method, the comparative research method, deeply studies the influence Zhenjiang maritime government affairs WeChat development reason, Combined with practice and experience at home and abroad, the corresponding solutions are put forward. At the beginning of the establishment of Zhenjiang Maritime Government WeChat Public platform, by actively carrying out various kinds of promotion activities and conscientiously organizing manuscripts to push articles, it basically met the information services and inquiry services of administrative counterparts and other content needs. It facilitates the direct communication between the public and Zhenjiang maritime, improves the service level of Zhenjiang maritime public, and achieves certain results. First, accelerate the transformation of the service-oriented government and enhance the exchange of information between the Zhenjiang maritime and the masses. Second, strengthen the ability of public opinion guidance, enhance Zhenjiang maritime image. Third, expand the maritime service channels for the people, reduce service costs. Fourth, enhance network supervision, promote clean maritime construction. However, due to the lack of thinking consciousness of mobile interconnection, unclear understanding of the important position of government WeChat, lack of innovation awareness and learning ability, insufficient quality of management team, imperfect management system and operating mechanism, etc. Zhenjiang maritime government WeChat platform still has some problems, such as its own positioning is not accurate enough, the audience is difficult to expand, the content construction is lack of effective innovation, the interaction with the public is less, the management and operation ability is relatively weak and so on. On the basis of summing up foreign and domestic successful experiences, fully relying on the reality of Zhenjiang Marine Government WeChat platform and combining the characteristics of Zhenjiang Maritime area, this paper explores the measures suitable for promoting the development and promotion of Zhenjiang Maritime Government WeChat platform. First, strengthen top-level planning and design, strengthen mobile Internet thinking, increase policy and investment. The second is to promote the positioning of government WeChat, in the role positioning should be based on the characteristics of maritime business, in the content positioning should be based on providing accurate service content, in the target positioning should be based on the promotion of maritime service image. The third is to strengthen the content and quality of the service of WeChat, pay attention to the planning and selection of the content, to the practicality and timeliness of the content, to the interaction between the people and the people, to the effect of serving the public and to the quality of solving problems. The fourth is to strengthen the specialized operation of government WeChat, strengthen the law exploration of its own government WeChat platform, strengthen the cooperation with other government WeChat platforms, and strengthen the cooperation with Tencent operators. Fifthly, we should strengthen the construction of system mechanism, perfect the mechanism of operation and maintenance, establish the mechanism of information release and problem collection and feedback, implement the mechanism of guarantee and incentive, and establish the mechanism of dealing with network public opinion.
