阳西县社会组织现状及对策研究

【摘要】：健全社会组织,增强服务社会功能,这是党和国家完善社会管理体系,构建和谐社会战略目标的一项重要任务。近年来,社会组织在我国珠三角、长三角以及东北等发达地区和城市中大量涌现,尤其是毗邻香港的深圳、广州等沿海城市发展基础较好,发展势头较猛,同时也积累了一定好的经验做法。作为欠发达地区的阳西县,不仅经济社会民生事业滞后于发达地区,而且社会组织起步晚,发展缓慢,目前仍处于发展的初级阶段,并且在经费、思想观念、体制机制、配套政策以及人员素质等方面还存在许多亟待解决的问题。研究阳西县社会组织的现状,可以从中找出存在的问题,找出阳西县社会组织的健康有序发展的对策,充分发挥社会组织在社会主义现代化建设的积极作用。本文通过收集阳西县民政局和社工委内部详细资料,以及对阳西县本级社会组织进行调查研究,当中采用了实地调研、访谈等方法,分别对学术性社团、行业协会商会、民办非企业单位等社会组织进行深入调查研究,走访有关部门广泛听取有关意见,并通过收集的资料进行整合并分析,再经过理论整合而形成。当前阳西县社会组织的发展和珠三角地区相比处于初级阶段,对社会组织的管理也不够规范。笔者试图以阳西县社会组织发展现状作为研究对象,立足县域实际,理论联系实际,对阳西县社会组织现状进行调查研究,挖掘存在的主要问题及分析问题原因,,从而提出相应的对策和建议,希望能够为阳西县的社会组织建设和管理起到参考的作用和对其他欠发达地区的社会组织工作有借鉴作用。
[Abstract]:It is an important task for the Party and the country to perfect the social management system and construct the strategic goal of a harmonious society by improving the social organization and enhancing the function of serving the society. In recent years, social organizations have sprung up in large numbers in developed areas and cities such as the Pearl River Delta, the Yangtze River Delta and the Northeast of China, especially in the coastal cities of Shenzhen and Guangzhou, which are adjacent to Hong Kong. At the same time also accumulated certain good experience and practice. Yangxi County, as an underdeveloped region, not only lags behind the developed areas in economic, social and livelihood undertakings, but also has a late start and slow development of social organizations. It is still in the primary stage of development, and is still in the funding, ideological, and institutional mechanisms. There are still many problems to be solved in supporting policies and personnel quality. By studying the present situation of the social organizations in Yangxi County, we can find out the existing problems, find out the countermeasures for the healthy and orderly development of the social organizations in Yangxi County, and give full play to the positive role of the social organizations in the construction of socialist modernization. Through collecting the detailed internal data of the Bureau of Civil Affairs of Yangxi County and the Commission of Social work, as well as investigating and studying the social organizations at the corresponding level in Yangxi County, this article adopts the methods of field investigation and interview, respectively, to the academic associations and trade associations chambers of commerce. Non-governmental non-enterprise units and other social organizations conduct in-depth investigation and study, visit relevant departments to extensively listen to the relevant opinions, and through the collection of data for integration and analysis, and then formed through theoretical integration. At present, the development of social organization in Yangxi County is in the primary stage compared with the Pearl River Delta area, and the management of the social organization is not standardized. The author tries to take the present situation of social organization development in Yangxi County as the research object, based on the reality of the county, combining theory with practice, to investigate and study the present situation of social organization in Yangxi County. This paper excavates the main problems and analyzes the causes of the problems, and puts forward the corresponding countermeasures and suggestions, hoping to play a reference role in the construction and management of social organizations in Yangxi County and the work of social organizations in other underdeveloped areas.
