城乡一体中的治理合流——基于“特色小镇”的政策议题

【摘要】：建立什么样的城市既是一个国家治理中的政策设计问题,也是一个社会治理中的路径选择问题。由地方政府发起的特色小镇建设,既是一个地方城市化政策的先行尝试,也是不同地方政府间治理协同的过程。在特色小镇建设的推进中,还同时面临着市场本位和国家本位的博弈。总体上看,特色小镇不但应该纳入国家城市化的总体战略,也应该尊重地方政策创新的积极成果,在城乡治理合流中实现产业转型、人口导入和文化传承的功能融合。
[Abstract]:What kind of city should be established is not only a policy design problem in national governance, but also a path choice problem in social governance. The construction of characteristic town initiated by local government is not only a first attempt of local urbanization policy, but also a process of governance coordination among different local governments. In the promotion of the construction of characteristic town, it also faces the game of market standard and state standard. On the whole, the characteristic town should not only be brought into the overall strategy of national urbanization, but also should respect the positive results of local policy innovation, and realize the integration of industrial transformation, population introduction and cultural inheritance in the process of urban and rural governance.
